Job Description:

Health Policy Plus (HP+) is a USAID-funded five-year project awarded to Palladium (formerly Futures Group) on August 28, 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health (FP/RH), and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities. We carry forward proven approaches to preserve achievements. These approaches inform how we manage programs and engage with stakeholders, and tools and techniques improve decision making and the achievement of predetermined goals. 

Position Summary:

Sindh has seen a renewed commitment to family planning and ensuring universal access to reproductive health rights. In the London Summit in 2012, Sindh committed to raising its contraceptive prevalence rate to 45% from 29.5% by 2020. A large part of achieving this goal is ensuring that young married couples have access to high-quality family planning services. Sindh’s Costed Implementation Plan for the FP 2020 commitments and its Population Policy both articulate commitments to providing youth-friendly family planning services; however, stakeholders need a greater understanding of what has been committed, what needs to be in place on the ground to ensure the implementation of new services, what is funded, and how implementation of FP services among youth will be supported, monitored, and reported. HP+ Pakistan is seeking a consultant to develop a summative brief on youth FP service delivery that enables stakeholders to better what commitments have been made at the policy level and what is still needed to translate the commitments into high-quality FP services for youth at  district levels in Sindh.  This brief will be used by both stakeholders from provincial to local levels to support implementation advocacy and foster stronger accountability within the health system. 

Key Responsibilities:

The consultant will be required to work closely with HP+ and the HP+ Women Leaders to develop a 3-5 page brief that 1) describes the current commitments and expectations for youth FP outreach and services in different government policy and operational documents and 2) lists actions that still need to be taken to  implement effective FP youth service provision.

The brief should describe first describe 1) what commitments have been made in existing policy documents, 2) what youth FP services will each government service delivery arm (BHUs, RHCs, CMWs, FWCs, LHWs, Taluka Hospitals etc.) will deliver according to the existing policy documents, 3) and (consider) what budget allocations the government has made for implementation.  Secondly, the brief will list 1) human resource capacity development requirements and commodity pre-requisites for promised services to be delivered effectively, and 2) the reporting and accountability systems pre-requisites that need to be in place to ensure that progress toward commitments can be tracked, venues are in place for resolving issues and adapting plans as needed, and information is available for further implementation advocacy. 

  The consultant will conduct a review of existing policies and material to present an overview of the current policy commitment and plans for youth-friendly family planning services. This will be followed by in-depth interviews with policy makers, policy implementers at the district level and service providers, along with visits of service provision outlets.

Before the final brief is delivered, the consultant will be requested to submit a detailed outline for HP+ feedback; a first draft brief (3-5 pages) that incorporate HP+’s feedback on the outline; and a final draft that incorporates HP+ feedback on the first draft.   

This position is based in Karachi; travel to nearby districts is be involved. HP+ will cover travel and accommodation costs for any travel outside of Karachi related to this consultancy.  

Process:

  1. 1.       Strategy and Planning Phase (October 31th – November 10th)
    1. Consult with HP+ to identify and conduct review of existing materials to identify proposed services and pre-requisites for youth service delivery at the district and provincial levels
    2. Participate in a meeting with the Women Leaders to get their input and coordination for interviews and consultation
    3. Compile a list of interviewees and develop questions for respective interviews
    4. Draft a detailed outline for the brief for HP+ review
  2. 2.       Execution Phase (November 10th – December 20th)
    1. Interview key stakeholders – with the support of women leaders to identify potential youth services and pre-requisites for youth service delivery at the district and provincial levels
    2. Conduct a stakeholder consultation/focus group with policy makers from PIU, PWD and DoH to better understand government plans and commitments to roll out FP services for youth
    3. Conduct a district visit to further understand the details related to youth service delivery roll out
    4. Agree on a format for the brief  with HP+
    5. Develop a first draft brief for review by all women leaders and HP+
    6. Submit a final brief.

Deliverables:

  • A brief summarizing the findings from the review of the material, interviews and district visits. The report should contain a clear picture of the status of youth friendly services in the districts, and an understanding of what more needs to be done to more towards implementing youth friendly services. The report should be written according to HP+ style guide and in a report format that HP+ will provide. The consultant will be required to submit the notes from interviews and all the relevant resources collected during the process.
  • A PowerPoint version of the brief.  The PPT should be prepared in a template that HP+ will provide.

Qualifications:

  • Experience working with the Sindh government
  • Knowledge of family planning service provision
  • Understanding of the family planning policy environment and stakeholders in Sindh
  • Experience collecting information through detailed document search and review, interviews, and observation.
  • Demonstrated ability to deliver high-quality deliverables within agreed upon timelines
