Job Title: Lead Evidence Manager

Introduction to DAI – AJPP Project:

DAI has been awarded the Accountable Justice in Pakistan Programme (AJPP). The four-year, £12 million, DFID-funded project will improve application of the rule of law by equipping Pakistani men, women, and children with the knowledge and capacity to hold key law enforcement and justice sector institutions to account.

AJPP will enhance the rule of law by 1) increasing the accountability and oversight of law enforcement and justice institutions, and 2) increasing engagement by citizens in legal reforms and legal empowerment, leading to a better informed citizenry. Working in three target provinces, AJPP will prioritize the engagement of women, girls, minority communities, and the poor in justice sector accountability reforms.

 

Scope of Work:

To Lead the Evidence Team (consisting of an M&E Coordinator, Communications &Media Specialist and Knowledge Manager) to ensure project outputs are assessed, recorded and delivered to a high quality.

 

Job Responsibilities:

  • Lead on the monitoring, evaluation, reporting, communications and knowledge management ensuring that programming reflects best practices and lessons learnt from the field;
  • Support the development of internal strategies on M&E, Media and Communications and knowledge products;
  • Provide oversight to the implementation of AJPP’s M&E strategy, M&E systems and processes;
  • Build capacity of the M&E staff/partners to operationalise M&E systems and plans that are aligned to programme strategy and permit quality reporting on a project level;
  • Provide effective oversight of distribution and quality production of knowledge products;
  • Provide quality assurance and effective distribution of media messages and manage media relations;
  • Oversee oral and written communication including social media;
  • Provide oversight to the ToC and LFA which captures all programme components as required by the donor and ensures quality of data reported by grantees against their outcomes and indicators as described in LFA. Also, ensure logic in ToC is retained and logged with evidence;
  • Work closely with the programme team to ensure compatibility and coordination within the existing M&E framework, along with consistencytonational and donor requirements;
  • Undertake periodic reviews of programme and M&E systems and design M&E system strengthening actions. Also, work with the third party external M&E provider;
  • Work on data analysis and use products and mechanisms to promote evidence based programming and timely feedback in relation to targets or identification and resolution of gaps;
  • Ensure effective information systems for quality assurance as well as best practice documentation and reporting;
  • Manage research and assessment efforts to ensure utilization of best practice and better understanding of community needs in the context of Pakistan;
  • Provide direction and consultation services to base line assessment, annual reviews, evaluation and programmes carried out by the clients of DAI;
  • Ensure that political transition and conflict perspectives are being captured in documentation at all stages of the programme.

 

Qualifications and Skills required:

  • Master’s degree in a social science, public administration, governance or equivalent;
  • Over 8 years’ M&E experience on donor-funded projects;
  • Familiar with working on DFID/ BHC projects;
  • Familiar with demand-led programmes; and/or justice reform programmes in Pakistan;
  • Excellent understanding of the political, social and judicial sector context in Pakistan;
  • Excellent understanding of social media;
  • Excellent understanding of quality assurance;
  • Ability to work under pressure and deliver on short deadlines;
  • Previous experience ofleading and implementing communications, M&E and KM strategies and activities;
  • Good management skills.
