Program Description

 

CRA supports small scale activities in Punjab and Sindh by providing grants to undertake programming. The activities are designed to support organizations, including Governmental entities, local organizations and community groups, to implement peace building and community development activities.

 

Overview

 

The Deputy Chief of Party will manage the entire regional office and will oversee the development and implementation of all project activities in the Lahore regional office in support of these objectives. The DCoP will directly report to the Chief of Party.

 

 

Scope of Work

The DCOP’s specific responsibilities will include, but are not limited to the following:

  • Programmatic aspects of the program. S/he or his or her designee will supervise the activity development staff and other staff involved in activity development, implementation, monitoring, evaluation, and reporting.
  • Ensuring appropriate implementation of program strategy.
  • Have an in-depth understanding of CVE and apply knowledge to execute the programs country and regional program strategies.
  • Ensuring that procedures are established and complied with for activity development, activity worthiness, activity implementation, management, monitoring, assessment, and close-out. Working with the COP, Senior Operations Manager, CVE Technical Advisor and regional offices to improve implementation processes throughout the program.
  • Serve the COP and CRA COR and CRA Activity Managers (the Project Manager's) primary point of contact for current information about the status of activity design and implementation.
  • S/he will also ensure that the relevant staff use and maintain the PakInfo Database, and that data is consistent and complete.
  • Identifying program opportunities and potential local partners.
  • Under the guidance of the CRA Program Director, Deputy Country Representatives (both regional and assessment), and Chief of Party, contributing to the design and implementation of the Assessment system at the activity level and for ensuring that all activities are monitored and assessed in accordance with the MEAL Plan. Act as the Chief of Party when s/he is absent from the program.

 

Qualifications

 

  • Relevant work experience, including experience with a donor, contractor, or international NGO managing an office or program with some demonstrated supervisory experience.
  • A minimum of 7 years of experience working on complex, high-speed and challenging field operations in developing countries.
  • Experience with activity design, development, implementation, and closing.
  • Experience with grant management, preferably in-kind and small grants, preferably programs that require various and simultaneous procurements of goods and services and management of providers of short-term technical assistance.
  • At least two (2) years of experience in CVE and/or community participation-type projects is highly desirable.
  • Capacity to understand and analyze national, regional, and local politics; to guide the program staff in creatively designing grants that relate to the current political environment.
  • Experience working in developing countries is required, preferably in a fragile or transitional state environment or security-challenged environments.
  • Financial management experience, including budgeting; financial management (tracking, reporting and accounting); and procurement.
  • Experience with activity design, development, and implementation.
  • Previous experience working in South and Central Asia and on transition programs in insecure environments is desirable but not required; experience working in Pakistan is highly desirable but not required.
  • Exceptional organization skills and ability to work and multi-task under pressure.
  • Strong interpersonal skills and ability to work with culturally and geographically diverse staff.
  • Fluency in written and oral English is required.
  • Proficiency in Urdu is desirable but not required.
  • A Bachelor’s Degree, or its international equivalent, in a field relevant to development assistance, such as public or business administration, political science, education, economics, international relations, project management or a closely related field is required
