About BRSP

Balochistan Rural Support Programme (BRSP) is an autonomous non-for-profit organization working in the rural areas of Balochistan. BRSP's history goes back to the project "Pak-German self-help initiative" that was initiated in 1983 in collaboration with Government of Germany and Pakistan. The project was implemented by the Local Government Department of Balochistan with the collaboration of GTZ (German Agency for Technical Co-operation) advisory group. In the mid-90s, BRSP existed in 13 districts of Balochistan, with 250 staff members. The programme, however, had to be scaled down substantially in the subsequent years as GTZ withdrew its support. After a long interval of inactivity, BRSP restarted its operations in 2001 with financial support from PPAF. In 1991 BRSP was registered under the Companies Ordinance as a non-profit organization dedicated to rural development in the province. The overall mission of BRSP is to facilitate the establishment and improvement of sustainable livelihoods of the rural poor in Balochistan.

Background Information and Rationale:

BRSP entered into an agreement with Pakistan Poverty Alleviation Fund (PPAF) under Programe for Poverty Reduction (PPR) Phase III for a period of Six Months commenced from April 01, 2016 to December 31, 2017. The project is being implemented in 4 Union Councils of District Pishin, Zhob and Killa Abdullah, Balochistan.

Under the proposed financing agreement, 2 days Training on “Financial Management & Procurement Committee ” is planned to be conducted for Village Organization &  Local Support Organizations.

The purpose of this activity is to build the capacities of LSOs on Process of financial matters and procurement. Interested individuals are requested to apply as per below instructions.

Specific Objective

Following (but not limited) skills are necessary to be provided to the participants:

  • To understand the process of Procurement under set procedures and Policies & Financial Management
  • To have readymade proposals in (soft + hard) for onward use for resource mobilization

Scope of work

The consultant will deliver the training to identified participants to meet the above mentioned objectives.  Consultant will prepare and provide a training manual to BRSP. Consultant will prepare handouts for training participants in Urdu. All the arrangements regarding venue, refreshment/food, stationery, travel, etc… will be the responsibility of BRSP. The method of training delivery will be in Urdu.

Eligibility of Consultant:

  • Must have Master Degree in relevant subject.
  • Certified from the recognized institution for the said training.
  • Must have 5 years of experience in conducting trainings.
  • Must have 4 years of relevant training experience.
  • Excellent report writing and presentation skills.

Deliverables:

  • Training Manual/Module.
  • Handouts for participants.
  • Session Plan
  • Soft and hard copies of readymade proposal formats
  • Training report

Selection Method for individual consultant:

Selection of consultant will be finalized on the basis of following criteria:

  1. Educational Qualification (20 Marks)
  2. Total Working Experience (20 Marks)
  3. Experience in conducting training sessions (20 Marks)
  4. Experience in relevant subject (20 Marks)
  5. Report Writing and Presentation Skills (20 Marks)

Budget and Payment Schedule:

  • Consultant will quote the budget in Pak Rupees.
  • The budget will be transfer through cross Cheque.
  • Tax will be deducted as per the Govt. LAW.
