USAID/Pakistan recently awarded Louis Berger (LB) with a three (3) year Punjab Youth Workforce Development Project (PYWD) to work with at-risk youth in Multan, Lodhran, Muzaffargarh and Bahawalpur to secure gainful employment and play a positive role in their communities. The Program will facilitate employment opportunities for 10,000 youth (including 35% women) will implement the following activities: a) proactive community engagements to mobilize at-risk youth; b) institutional capacity building and re-tooling of over 22 public/private vocational training providers; c) co-opting of prospective potential private sector employers for trainee placement; d) career counseling services; as well as e) providing access to finance for youth entrepreneurs.

The HR/Payroll Specialist will be involved in all areas of supporting HR, and Payroll.

Tasks and deliverables:

In addition, daily/monthly activity will include but not limited to the following:

  1. Interaction with project staff as needed to help facilitate component deliverables.

Ensure policies, procedures, and reporting are in compliance.

  1. Conduct new employee orientation.
  2. Preparation of employment agreement for new hires and renewals.
  3. Keeps records of benefits such as hires, promotions, transfers, performance reviews, terminations, and employee statistics for government reporting.
  4. Preparation of employment verification as needed.
  5. Ensure accuracy and completeness of employee monthly timesheets.
  6. Working on monthly processing of Local National monthly payroll to include interaction with staff, preparation of pay slips, and disbursement on payday.
  7. Contact person on the employee income tax deduction.
  8. Contact person on EOBI deduction for both employee and employer.
  9. Keep records for the income tax and EOBI payments and balances.
  10. Assists with the monthly tracking of actual LOE versus Budget LOE.
  11. Updating & accuracy of Accrued Vacation day schedule.
  12. Updating & accuracy of Accrued Sick day schedule.
  13. Updating the LN attendance sheet and leave schedule.
  14. Updating of monthly Local National Employee Prepaid Phone Card Receipt.
  15. Updating of monthly Component Prepaid Phone Card Receipt.
  16. Update and distribution of Pakistan Employee Weekly Reporting.

Qualifications:

Knowledge and Skill Requirement:

  • Good reading, writing, and arithmetic skills required in Urdu, Punjabi and English.
  • Translation of documents as needed.
  • Two years related experience or equivalent combination of education and experience.
  • Ability to apply concepts such as fractions, percentage, and ratios.
  • Basic knowledge of Word and EXCEL.
