Position:                                  Compliance Manager

Base of Operations:                  Islamabad, Pakistan

Overview

The Compliance Manager ensures compliance of all programmatic and operations activities in all offices. The positions reports directly to the Chief of Party (COP) with strong communications with the Senior Operations Manager.

 

Scope of Work

 

  • Coordinate with DAI HO and Internal Audit on allegations of misconduct, corruption, waste and abuse.
  • Examine and evaluate adequacy and effectiveness of project governance, risk management and internal control system.
  • Review transactions, awards, documentation, etc., to ensure that related practices are as prescribed in the project’s FOM.
  • Provide recommendations upon observing either non-compliance or deviation from standard procedures.
  • Review documentation for instances where a deviation occurred to ensure that such documentation provides the basis for the deviation and that related decisions are adequately justified or supported.
  • Ensure that cost reasonability, allowability and allocability is demonstrated and documented.
  • Conduct verifications of vendors, i.e. existence, confirmations of proposals and requesting feedback.
  • Provide support and guidance to AeP staff in ensuring procedures followed are compliant and adhere to the terms established in the contract, the binding regulations and AeP’s Field Operations Manual.
  • Provide support and assistance with the grant assessments and periodic grantee reviews.
  • Conduct trainings on conflict of interest, Ethics, Policies and Procedures and USAID’s regulations on regular basis to all to staff, partner’s organizations and vendors, if required.
  • Track status of required client and local reporting to ensure adherence to established contractual requirement.
  • Review reports for client to ensure information is accurate and supported.
  • Other duties as assigned by the supervisor.

 

Qualifications

 

  • Minimum Bachelor’s degree required. Master’s degree preferred.
  • 6 to 12 years of experience in related role required.
  • Relevant experience working on USAID programs in a related role highly preferred.
  • Demonstrated intimate knowledge of the Federal Acquisition Regulations
  • Strong computer skills (MS Office suite) required.
  • Excellent written and verbal communication skills required.
  • English language fluency required.
