Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

MSI is seeking health behavior change communication specialists to participate in the final performance evaluation of the USAID/Pakistan Health Communication Component of the Maternal and Child Health Program. The program designs and implements mass media campaigns and community level interventions in 10 districts in Sindh to promote behavioral change related to family planning and reproductive health services. The evaluation will produce conclusions and recommendations that will inform the implementation of a follow-on health project. It will also identify innovations, best practices, and lessons learned to guide the design of similar future programs.

The behavior change communications specialist will support the evaluation by bringing a deep understanding of health communication strategies and tools, especially as they relate to behavioral change programming. The evaluation is expected to start on September 11, 2017 and finish by the end of December 2017. The anticipated level of effort for the role is approximately 62 days. The specialist will work in both Islamabad and Sindh. The team will include a team leader, health communications specialists, field researchers, data analysts, and other support as necessary.

Responsibilities:

  • Review all relevant documents required to understand the evaluation and summarize findings from the review in a document review matrix.
  • Conduct a robust secondary analysis of various databases and documents under the team leader’s guidance.
  • Participate in a Team Planning Workshop (TPW) in Islamabad (or Karachi) to finalize the evaluation design and develop data collection instruments and data collection and analysis plans.
  • Lead field research activities, including supervising field researchers, to collect high-quality data.
  • Analyze the content and implementation strategies of various communications and capacity building tools.
  • Participate in data analysis and report writing.
  • Contribute to a debriefing session with USAID/Pakistan.
  • Undertake other tasks required for the successful completion of the study under the direction of the team leader and PERFORM staff.

Qualifications:

  • Master’s degree in the fields of public relations, health communications, behavior change communication, or a related area preferred.
  • Minimum of five (5) years of professional experience in public relations, health communications, behavior change communication, or a related field required.
  • Minimum of three (3) years of experience with qualitative data collection in the field
  • Prior experience evaluating health communications programs or strategies preferred.
  • Prior experience with health projects, particularly in family planning and reproductive health preferred.
  • Prior experience implementing or evaluating social and behavior change communications projects preferred.
  • Demonstrated ability to analyze communication methods and strategies.
  • Strong written and spoken English communication skills.
  • Good organization skills with an ability to produce high quality work under deadlines.
  • Understanding of print, TV, and radio required.
  • Excellent analytical and interpersonal communication skills and ability to work as a member of a team.
  • Proficiency in Microsoft Office.
  • Excellent command of Sindhi language preferred.
