Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

MSI is seeking field researchers (x8) for performance monitoring of USAID’s Development Objective (DO) 5 (Health). USAID’s Maternal and Child Health (MCH) flagship program comprise five interrelated components; Family Planning/Reproductive Health (FP/RH), Maternal Newborn and Child Health (MNCH), Health Communication, Health Commodities, and Supply Chain, and Health System Strengthening (HSS). A consortium of national and international public health organizations implements these individual programs.

This monitoring assignment will focus on verifying and validating key activities within DO 5 and provide an independent perspective on DO 5 activity performance. The monitoring will begin on or about October1, 2017.  The team will include a team lead, field manager and field researchers, data analysts and other support as necessary. This is a full-time position for four months based in Sindh.

Responsibilities:

  • Participate in a Team Planning Workshop (TPW) in Islamabad/Karachi to understand the monitoring purpose and methodology, data collection instruments, and data collection plan.
  • Collect high quality data and carry out field activities as per the data collection plan and the instructions of the field manager/assignment manager.
  • Report to the field manager.
  • Monitor the on-going activities i.e. trainings, sessions, meetings, etc. using appropriate tools.
  • Conduct key informant interviews (KIIs) with stakeholders which may include government officials and beneficiaries of the activities.
  • Take comprehensive and high-quality notes during interviews and transcribe and translate notes in English in accordance with the required format.
  • Amend/improve translations in line with feedback provided by the team lead/field manager/assignment manager,
  • Fully complete the instrument tools and submit them weekly to the PERFORM assignment manager for data cleaning, coding, and analysis. 
  • Participate in data analysis, as and when required
  • Complete a daily online tracker to update the field manager of the work done.
  • Coordinate and liaison with the Implementing Partner’s activity managers, government counterparts and representatives of various DO 5 committees;
  •  other tasks as assigned by the field manager/assignment manager for the successful completion of the study.

Qualifications:

  • At least a Masters’ degree in public health, or a related field.
  • At least two (2) years of experience as an LHV, LHW, or nurse.
  • A minimum of two (2) years of experience in qualitative and quantitative data collection.
  • A minimum of one (1) year experience in health projects.
  • Verifiable involvement in at least three prior projects as a researcher, preferably executed by international NGOs or donors.
  • Excellent personal communication and problem-solving skills.
  • Proficiency in Sindhi is required.
  • Willingness and ability to travel to the field.
  • Fluency in written and spoken English.

Candidates that have a real or potential conflict of interest in this evaluation will not be considered for this assignment. MSI will require a written statement to this effect before formal engagement on this assignment. Conflict of interest in this context includes, but is not limited to: close and/or family relations with the individuals that are related to the project, financial interest in the implementing organization(s) or grantees, current or previous experience with the project being evaluated or the USAID requesting office, etc.
