General Scope of Work:

The Knowledge and Learning Manager will be maintaining synergies between Learning and Knowledge Management. He/she will provide support through research, technical assistance, knowledge sharing, partnerships, and training to facilitate teams and provide necessary guidance in implementation of the team’s activities both in the field and at the Head Office levels. Moreover, s/he will be responsible for maintaining coherent and multi-disciplinary approaches towards building Designing, Capacity building, and content portfolio development. The person will represent and promote PSPC’s communications and knowledge management externally and internally.  The individual will also be responsible for timely delivery of all required outputs and will work with the other sections.

ROLES & RESPONSIBILITIES:

  1. Provide technical oversight for all Knowledge Products related to Saaf Pani Program;
  2. Be one of the lead authors for Annual Progress Reports;
  3. Ensure compliance with all organizational policies, rules and regulations;
  4. Ensure that the organization’s interests in the execution of the team’s operations are safeguarded at all times;
  5. Assure that all contractual obligations are adhered to and make the necessary contacts and efforts to ensure implementation of required targets;
  6. Ensure the major deliverables are formally approved by Team Leader/management.
  7. Hold regular meetings where the entire team meets face-to-face;
  8. Supervise the preparation of team budgets and utilization of approved finances, and ensure that expenses are incurred in an efficient manner;
  9. Be responsible for quality delivery of all intermediate and final outputs of the team;
  10. Regularly appraise team members and provide feedback and support to enable them to do their jobs better;
  11. Will prepare key inputs in company’s strategic planning for smooth operations.
  12. Will be responsible to prepare guidelines for content writing, dissemination, learning, and capacity building.
  13. Identify and engage experts/teams for outsourcing LKM activities, when needed;
  14. Identify areas/topics for research, surveys, case studies, occasional papers and other periodic or ad hoc publications of the organization;
  15. Provide guidance in the implementation of methodologies and tools for conducting field based LKM;
  16. Facilitate the team members in developing quarterly work plans to carry out the LKM activities;
  17. Support knowledge management team leader to strengthen the design and delivery of communications and knowledge management activities, with a particular focus on making links with learning activities.
  18. Regularly liaise with the Development Analysis Unit for information sharing and knowledge management purposes;
  19. Develop close working relationships with project participants and stakeholders in order to establish a shared vision and achieve project objectives for the purpose of developing LKM products;

Professional & Qualification Requirements:

  1. Master’s degree in relevant field (communications, media), or equivalent;
  2. Minimum of 10 years’ practical experience in knowledge management, with at least 6 in a managerial capacity;
  3. Strong all round communication, writing and editorial skills;
  4. Strong interpersonal and team leadership skills – able to motivate, mentor, and liaise and communicate with colleagues at all levels of seniority;
  5. Excellent IT and Microsoft Office skills; practical experience with email and internet communication systems (e-conferencing and listservs etc.);
  6. To prepare policies and guidelines and ensure compliance to the standards.

The positions relate to a landmark project in Water in the Punjab Province.

All position required frequent travel between Islamabad & Lahore and Districts of Southern Punjab.
