General Functions

Under the overall supervision of the Program Manager and under the directives of the Resource Management Officer (RMO) the Contract and Payment Verification Assistant will directly report to the Procurement and Logistics Coordinator in Islamabad for the implementation of the procurement and logistics procedures and assuring the procurement of all grants-specific items in the field.

Specific Duties and Responsibilities

    1. He/she will be responsible for close coordination with all field staff.
    2. He /She will be responsible to review all bid documents (BOQ, BAS) of Infrastructure Grants and Prepare NAP (Notice of Award for Proceeding) and all contracts, (Constructions Contracts, Sole Source Justification, and Services Provider Contracts.) before approving the contract by Senior Management.
    3. He/she will also responsible to check the Received / Offered Bids identical to the approved budget cost. In case of exceeding from approved budget prior approval shall be attain from Program Manager.
    4. He/she will be responsible to dispatch Contracts in the field and ensure to receive by end user.
    5. He/she will be responsible to update Contracts files and handover Original Documents to Grants unit.
    6. He/she will responsible to check the payment claim matching to the Contract according works and payment schedule. 
    7. He/she will be responsible for Pre-Qualification/Evaluation process of new Contractors enlistment.
    8. He /She will be responsible to prepare BAS/PO (Bid Analysis Sheet/Purchase Order) ,  for Grant procurements matching to the approved Budget.
    9. He/she will also be responsible to check & verify the rental vehicle bills payment, covered kilometer as per Log book.
    10. He/She will be responsible to review all supporting documents/approvals for Addendums to the contracts requested by Field Engineer.
    11. He/ She will be responsible to update the NAP/Contracts/Addendum Matrix in google docs and share with Logs and relevant field staff accordingly.
    12. Any other task assigned by supervisor.

Qualification and Experience

  • Bachelor’s Degree in Business Administration and Degree in Social Sciences or Equivalent
  • 2 to 3years of experience in Logistics/Procurement and contract management. Strong communication skills (verbal and written in English) with the ability to present concepts at functional and executive levels.
  • Ability to manage conflict and encourage collaboration.
  • Demonstrated team work, team facilitation
  • Demonstrated broad understanding of supply chain management with relevant commodity management experience

Languages

Thorough knowledge of English; working knowledge of Pashtu, or other languages spoken in the region will be an advantage
