Consultancy Opportunity

An international organisation working in the field of Health is planning a program on MNCH with the relevant government health authorities of Punjab. For this assignment, organisation requires the services of a consultant or a consultancy firm. Terms of Reference

For

Needs assessment and program designing for upcoming Maternal, Newborn and Child Health (MNCH) Programme in the province of Punjab, Pakistan

 

Background:

INGO is committed to improving the quality of life of persons with disabilities in the poorest communities of the world. INGO implements its projects and programme through local/national Non-Governmental Organisations, Educational Institutions, Government Departments and other Civil Society actors in Pakistan for over 40 years. INGO programme ranges from inclusive service delivery to advocacy for influencing policies.

INGO is working in different geographical locations of Pakistan on eye health, Community Based Rehabilitation Projects, Physical Rehabilitation programme and advocacy related to improved legislation for person with disabilities.

After mega floods in Pakistan in 2010, INGO had been working in MNCH and implemented a couple of projects in KPK and Punjab with improved accessibility and inclusion for persons with disability. INGO considers MNCH as one of the tools for early intervention for mitigating impairments, as well as early detection. Both MNCH projects have been highly appreciated by respective provincial health departments for its high achievements and attracting communities to avail these services even going against the culture and taboos in the communities.

INGO intends to develop a three years MNCH program for Punjab government health department according to its needs without replicating the existing services. For this, recruitment of a consultant is required to complete the whole process in close coordination with INGO country office and the Health Department Punjab.

New partner(s), expert in the field of MNCH, with presence in Punjab would be identified to implement this program.

Scope of consultancy:

The consultant will be carrying out following tasks but not limited to

  • Identification of local organisations working in Punjab with strong expertise in MNCH program implementation
  • Conducting preliminary assessment of three organisations shortlisted by INGO for partnership among the identified organisations (according to INGO’s standards).
  • Situation analysis for MNCH in Punjab in close coordination with health department Punjab responsible for MNCH Program
  • Ensure the development of Multi-year plan (MYP) by supporting the selected partner for MNCH program in close consultation with DG MNCH Punjab and in close coordination with INGO country office in Islamabad and its advisor(s) with special focus on Persons/Women with disabilities.
  • MYP for three years will have a gradual decreasing funding tendency and handing over to government for sustainability of the program

Expected outcomes:

  • A list of organisations working in Punjab with expertise in MNCH program implementation is available.
  • Preliminary assessment of three organisations selected by INGO, conducted and report shared with INGO CO.
  • A situation analysis of existing MNCH program of Punjab government and its gaps conducted in close coordination with Health department Punjab and report shared with INGO.
  • A MYP for MNCH developed jointly with the selected partner in close consultation with Health department Punjab for filling in the gaps and with INGO advisors and CO
  • Final selected partner by INGO has been actively involved in the whole MYP development process with the support of consultant(s)

Methodology:

  • Mapping of local organisations working in Punjab in the field of MNCH
  • Preliminary meetings with some of these organisations to assess their capacity and systems
  • Review of secondary literature available on the subject covering MNCH Program in Punjab
  • Meetings with MNCH program in Health department of Punjab for involving them in the process and their buy in for the program
  • Regular meetings with INGO CO and its advisors for course correction and focus
  • Arranging tripartite meetings of INGO CO, Partner(s) and Health department Punjab for joint understanding
  • Visiting a couple of MNCH centers in Punjab (especially underdeveloped area) to observe the actual needs/gaps in light of Punjab government program and have in depth interviews with minimum three women to include their perspective and needs in the program design
  • Final vetting of developed program by Punjab government health department before start of implementation

Key Deliverables:

  • An inception report of not more than 5 pages (in English).
  • List of organisations working in Punjab with expertise in MNCH
  • Preliminary assessment of local organisations according to INGO standards and tools, explained in the draft report
  • Punjab government buy in for the program
  • Development of MYP involving partner and in consultation with INGO and Punjab health department

-     Arranging tripartite meeting with health department Punjab for sharing final product of MYP in MNCH

-     Applying sustainability, disability-inclusiveness and gender lens to all proposed intervention derived from need assessment

Consultant Profile:

The Assessment will be carried out by local external consultant(s).

Requirements are:

  • Advanced degree in Public Health with a background of MNCH or general health or related fields
  • Substantial experience in the field of Assessment, planning, Program Development, management, monitoring and evaluation within the non-profit sector
  • Solid understanding of the Government National and Provincial MNCH Program in Pakistan
  • Effective communication and interpersonal skills
  • Excellent social and inter-cultural skills
  • Gender and disability sensitive
  • Fluent English, Urdu and Saraiki (optional)
  • Experience in participatory planning

Other requirements:

Child Safeguarding: As a condition of entering into a consultancy agreement the evaluators must sign the INGO Child Safeguarding Policy and abide by the terms and conditions thereof.
