Introduction:

 A well and renowned not for profit organization in development sector seeks applications for the position of Senior Programme Officer M & E – Compliances CPIs. Job Descriptions:

  • Develop and formulate, in coordination with engineering and M&E team, the quarterly and annual M&E Plans for assigned projects.
  • Ensure that the M&E Plan encompasses set of SMART performance indicators for each type of CPI.
  • Ensure the implementation of the project monitoring plan in coordination with district M&E Officers and under the supervision of Manager PMER.
  • Sharing regular updates and findings on procurement processes, qualitative and quantitative aspects of the CPIs.
  • Develop data collection formats and undertake regular data collection on all project component, analyze data and prepare regular updates/reports of the progress for management.
  • Identify and gather a database of information required to be used for carrying out the situation analysis/baselines and identification of project requirements.
  • Consolidate cost benefit analysis and Internal Rate of Return (IRR) of social and productive CPIs
  • Identify and report, noncompliance of Policies and procedures along with the conditions defined by the donor, on regular basis.
  • Monitor project specific activities at field and facilitate district M&E team in carrying out monitoring activities and ensure timely sharing of best practices and lessons learnt with management.
  • Carry out periodic exercises to assess the impact/outcome and sustainability of the interventions on the basis of baseline information collected at the start of the project(s).
  • Keep him/herself updated with sectoral plans, performance against sectoral indicators, government's priorities and its link with on-going CPI related interventions.
  • Develop and/or refine potential success stories, case studies for learning including outcome and impact on vulnerable groups i.e. children, women, disables and minorities.
  • Assess and provide feedback on environmental and DRR compliances in ongoing CPIs.
  • Participate in consultative session on developing ERP Project Management and M&E module and project specific MISs, ensure its proper implementation and provide feedback on its functioning.
  • Facilitate in M&E capacity building initiatives at HO as well as District level.
  • Technical backstopping & capacity building and support of districts field monitoring engineers and on-job training for effective implementation of M&E plan.

Experience and Education:

  • Experience in field of rural development particularly in Community Physical Infrastructure Projects related projects, with minimum 3 years of experience in Monitoring and Evaluation of CPI.
  • In case of Diploma in Civil Engineering, 10 Years experience and at least 03 years’ experience in monitoring CPI schemes
  • In case of Bachelors in Civil Engineering, 5 Years experience with experience in monitoring CPI schemes
