USAID/Pakistan recently awarded the Louis Berger with a three (3) year Punjab Youth Workforce Development Project (PYWD) to work with at-risk youth in Multan, Lodhran, Muzaffargarh and Bahawalpur to secure gainful employment and play a positive role in their communities. The Program will facilitate employment opportunities for 10,000 youth (of which 35% will be women) who will implement the following activities: a) proactive community engagements to mobilize at-risk youth; b) institutional capacity building and re-tooling of over 22 public/private vocational training providers; c) co-opting of prospective potential private sector employers for trainee placement; d) career counseling services; as well as e) providing access to finance for youth entrepreneurs.

We are looking for a Regional Manager for Regional Office Multan to act as team leader of regional team for successful implementation of the PYWD project in four target districts i.e. Multan, Muzaffargarh, Lodhran and Bahawalpur.

Tasks and deliverables:

The Regional Manager’s specific responsibilities will include, but are not limited to the following:

  1. Coach, mentor, motivate and supervise project team members and local partners, and influence them to take positive action and accountability for their assigned work.
  2. Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion
  3. Delegate tasks and responsibilities to appropriate personnel
  4. Identify and resolve issues and conflicts within the project team
  5. Plan and schedule project timelines and milestones using appropriate methods and tools
  6. Track project milestones and deliverables
  7. Develop and deliver progress reports
  8. Proactively manage changes in project scope, identify potential crises, and devise contingency plans
  9. Build, develop, and grow any relationships relevant government departments, training institutes, local industry, chambers of commerce & industries  in project districts.
  10. Reporting and liaison with the country office as per their requirements
  11. Monitor and evaluate project activities at district level
  12. Provide support to Community Engagement department of the project to plan, design and conduct of community engagement activities, identification of active, functional and reputed COs, establishing formal relationship with identified COs, holding consultative meetings with COs, identification of potential youth, organizing Reflect Circles at community level, establishing coordination mechanism between schools and training institutes.
  13. Provide support to Training department of the project to for selection, enrollment, progress, examinations and certifications of the trainees to ensure quality delivery of training.
  14. Provide support  to Institutional Capacity Building department of the project to develop the capacity of selected training institutes, establish Career Counseling Centers, development of web-portal, mobile application for job seekers and employers and to develop partnerships with different employers for successful and sustained placement of passed-out  trainees.  
  15. Other duties and responsibilities as assigned by the Chief of Party (COP).

 Qualifications & Experience:

  • Education: Master degree in social sciences.
  • Work experience: 12-15 years of demonstrated and proven track record in working with development sector specially at management level
  • Experience of working with training institutes, chamber of commerce and industries and employers is desirable

Languages: Professional reading and writing skills in English and Urdu are required. Ability to speak the local languages Punjabi and/or Seraiki, is preferred.

Skills & Competencies:

  • Possess strong analytical and writing skills.
  • Ability to present technical information in concise written and oral form.
  • Ability to develop and implement action/work plans.
  • Ability to coordinate programs and visits independently.
  • Possess strong negotiation skills.       
  • Ability to maintain contacts at all levels of community.
