EDACE partner -Reflection and Learning Workshop

 

Background

The Enhanced Democratic Accountability and Civic Engagement (EDACE) project funded by the Foreign and Commonwealth Office (FCO) works to strengthen citizen-state relations by empowering citizens to know and exercise their rights through democratic processes and fostering state capacity to use democratic processes to respond to citizens’ priorities in a timely, transparent, and accountable manner.  

The EDACE program is supporting a local partner with an overall objective to spread awareness of legal rights and remedies with a focus on disenfranchised members of society by establishing special help desks for minorities and women since September 2014. The major intervention in this project included provision of free legal aid and advice through various mechanisms including a Legal Advisory Call Centre (LACC) and Legal Aid Desks where experienced and qualified legal practitioners provide advice on legal rights, remedies and procedures to the applicants. In addition, the project also provided legal representation in the courts to the marginalized individuals[1] identified through the above mentioned mechanisms and also received through the referral mechanisms including Dar-ul-Amans [2](DUAs), Child Protection Units (CPUs), Citizen Police Liaison Committees (CPLCs) and various prisons in the province of Sindh.  

Majority of the population and specifically marginalised groups have little or no knowledge about their rights and most of the time, do not know how to proceed when something goes wrong and requires legal intervention. The Legal Advisory Call Centre has been able to fill this void and provide legal help to the citizens largely in the province of Sindh.

The EDACE program is closing on December 31st, 2016 and this reflection and learning workshop will provide us an opportunity to capture the reflection and learning of the project interventions with the key stakeholders and direct beneficiaries. The participants of this workshop would include beneficiaries of LACC, persons provided with legal representations through DUAs, CPUs, CPLC and key stakeholders (i.e. Judiciary and Executive), who have worked with EDACE partner during the EDACE project cycle. 

The workshop will provide a forum to facilitate the direct interaction among stakeholders, beneficiaries, EDACE partner and EDACE staff to capture the key recommendations as well as learning from the project interventions and their key outcomes focusing on change, scalability and sustainability of the initiatives. Further, it will also provide insight from beneficiary/stakeholder’s feedback which would inform areas for improvement and future programmatic interventions.

Objective

The intended workshop will facilitate to document the reflections and learning of the programmatic interventions. This would include mechanisms adopted for the provision of legal Aid/Advice and paralegals covering the project lifecycle.

The broad objectives of the workshop are as follows:

  • To provide a platform for the project beneficiaries and stakeholders to reflect on their experiences while analysing the project interventions and its benefits.
  • To document the perspectives of the beneficiaries and key stakeholders to better inform the future designing of the program and activities under RoL projects.

Methodology

The workshop will examine the EDACE program interventions carried through Local partner during the project lifecycle starting from September 2014 till December 2016. For this purpose a 1-2 days workshop will be organised in Karachi, which provides adequate facilities for interactive discussion among a group of 40-50 participants[3]. A Consultant equipped will have the professional expertise to facilitate reflection and learning workshops in an interactive manner. The workshop design will be finalized in consultation with EDACE partner and EDACE respective focal points.  

Requirement for the Consultant

The assignment will be led by a consultant with expertise in conducting reflection and learning workshops. S/he should have knowledge of Rule of Law in Pakistan as well as the understanding of legal Aid and advice mechanisms.

The consultant may engage a team of 1 to 2 junior facilitators to assist her/him in the process of group work exercises and overall coordination for the workshop. In consultation with EDACE partner and EDCAE staff the consultant will develop a detailed design of the workshop and finalize the list of participants/invitees for the said workshop.  The consultant will be responsible for the writing and editing of the final report.

Deliverables

The detail deliverables are provided in the TORs of the said consultancy. However, at a broader level the following products will be developed:

  1. Detailed design of the workshop.
  2. A comprehensive report covering the key reflections, issues and lessons learnt and recommendations for future interventions based on the workshop.

Period of Performance:

The proposed workshop would be organized in the second week of December 2016. The consultant will submit the final report by 23 December, 2016.    

Selection Criteria:

-          Relevant past experience in conducting and moderating such unique workshops. Along with resumes of the proposed junior consultants.

-          Brief proposal and agenda, highlighting the proposed methodology and approach for each deliverable. Due to limited timelines we are looking to receive the final deliverables by 23rd December 2016.

-          The consultant or group should have a working Knowledge of Rule of Law initiatives and stakeholders in the Context of Pakistan.
