Impact Assessment of Legal Advice Helpline

 

Background

The Enhanced Democratic Accountability and Civic Engagement (EDACE) project funded by the Foreign Common Wealth Office (FCO) works to strengthen citizen-state relations by empowering citizens to know and exercise their rights through democratic processes and fostering state capacity to use democratic processes to respond to citizens’ priorities in a timely, transparent, and accountable manner.  

The EDACE program is supporting a local partner for the Legal Advisory Call Centre (LACC) since September 2014. The purpose of this call center is to spread awareness of legal rights and remedies with a focus on disenfranchised members of society by establishing special help desks for minorities and women.  The advisory center agents are practicing advocates with real time experience in courts of law. The queries received are attended by experienced and qualified advocate who provide advice on legal rights, remedies and procedures.

Majority of the population and specifically marginalized groups have little or no knowledge about their rights and most of the time, do not know how to proceed when something goes wrong and requires legal intervention. The Legal Advisory Call Centre has been able to fill this void and provide legal help to the citizens across Pakistan and majorly focusing on Sindh.

The EDACE program is closing on December 31st, 2016 and we would like to assess the impact of the call centre which would inform the adaptation and scale up model of the LACC in the follow on RoL program. The impact assessment will analyze the overall framework and implementation of LACC focusing on change, learning, scalability and sustainability of the initiative. The assessment will be complemented by an outreach & marketing strategy. Further, it will also provide insights from beneficiary feedback which would inform areas for improvement and future programmatic interventions.

Objective

The broad objectives of the assessment are as follows:

  • To identify any change resulting from LACC intervention, establish a causal connection between the change and the project inputs and measure (qualitative) the magnitude of the change.
  • To measure/assess a wide range of broad and strategic indicators, including its effectiveness, Vfm, efficiency, relevance, performance, impact, sustainability and coverage.
  • Develop the feasibility for the scale up of  LACC at a national level under the new program and provide recommendations
  • Document achievements through human interest success stories and case studies
  • Develop a public outreach strategy, which will enable the partner to reach out their interventions to the masses while guiding the future programmatic interventions to maximize the result of the LACC 
  • Develop a market engagement strategy by exploring the effective ways of engagement with the corporate companies, other donors and way forward for the sustainability of the LACC

Methodology

The assessment will examine the LACC in the EDACE program lifecycle starting from September 2014 till December 2016. The assessment will use a combination of qualitative and quantitative research techniques (including analysis of secondary information/reports, stakeholder in-depth interviews and focused group discussions, comparative analysis with the existing legal aid services provided by Government, Civil Society Organizations or any other stakeholder). The detail assessment questions are provided in the TORs.

Requirement for the Consultant 

The assignment will be led by an Assessment Specialist with experience of conducting impact assessments, understanding of legal Aid and Advice mechanisms and has worked with justice systems.

We aim to engage a team of 2 to 3 consultants with one being the Lead assessment consultant and others having expertise of producing good quality communication products, feasibility study and public outreach & marketing strategy. The consultants will be responsible for conducting all field and research activities, and for the writing and editing of the final report.

Terms of Reference: (For proposed consultants)

Using a combination of qualitative research techniques (including analysis of secondary information/reports, stakeholder in-depth interviews and focus group discussions), the consultants work on the Terms of Reference:

Impact Assessment Consultant:

  • Develop evaluation questions focusing on the major areas to be assessed in consultation with the program team and review of project documents
  • Assess progress made by EDACE partner towards the achievement of results at the outcome level documented in their respective grant agreement and project logical frameworks.
  • Assess the quality of the project activities implemented and document the most and least effective strategies and tools deployed by the grantees in the field
  • Develop a feasibility report of the intervention; suggesting ways to ensuring sustainability.

Content Writer:

  • Develop a reporting format for success stories and case studies
  • Discuss and finalize the scope of work of the said.
  • Share final version.

Outreach and Market Engagement Strategy Consultant:

  • Assess project potential and demonstrated efforts towards sustainability and the quality of relationships and networks developed in the community and other relevant stakeholders
  • Develop an Outreach strategy, which will enable the partner to market and reach out their interventions to the masses.
  • Develop a market engagement strategy; which will provide the partner a guidebook to make their product sustainable.
  • Develop a pitch presentation. It will be a short presentation a private sector/ other stakeholders to learn and sponsor the said intervention.

Deliverables

The detail deliverables are provided in the TORs in the study. However, at a broader level the following products will be developed:

  1. LACC impact assessment report
  2. Two case studies and success stories
  3. Market engagement strategy

Impact Assessment Consultant

  1. An assessment plan consisting of methodology and list of detailed evaluation questions
  2. Work plan detailing all assessment activities
  3. Documented interviews and focus group discussions with project implementation stakeholders to understand what elements of the program were most useful and/or successful and to identify areas for further improvement.
  4. Final Report.

Period of Performance:

All three components of the assignment will start simultaneously and will be completed in a period of 12-18 days.  

Selection Criteria:

-          Relevant past experience in conducting impact assessments. Along with resumes of the proposed consultants.

-          Brief proposal and work plan for each consultant.

-          The proposed team or individuals will be assessed in line of the aforementioned proposal submitted to DAI. The proposal and work plan should clearly highlight a methodology and approach for each deliverable. Due to limited timelines we are looking to receive the final deliverables by 23rd December 2016.
