Project Description:

This project will support Pakistani-led efforts to introduce and institutionalize improvements in reading instruction and reading assessment in grades one through five in public and private schools throughout Pakistan.

Primary Responsibilities:

  • Under the direction Technical Director (Policy), assist and coordinate the work of the Provincial/Regional Policy and Systems Coordinators to achieve the objectives of the project.   
  • Assist the provincial / regional policy systems coordinator both technically and administratively in implementing the policy initiatives envisaged in PRP.
  • Support the national office for Component 2 (Islamabad) in organizing the national workshops / regional workshops, technical evaluation of the personnel to be hired under policy component and preparing the national documents for component 2.
  • Assist Policy Component team in preparing the work plan, monthly, quarterly and annual reports.
  • Liaise with the provincial / regional governments in collaboration with the provincial / regional policy coordinators in organizing the steering and advisory committee meetings.
  • Facilitate proceedings of the meetings of relevant forums committees among the stakeholders.
  • Collect relevant data and liaise with M&E in preparing the progress reports for policy component on regular basis
  • Any other task, relating to the component, deemed necessary for achieving objectives of the project.

Qualification:

  • Master’s Degree, preferably in Public Administration/ Education / Social Science from a recognized university.

Experiences:

  • Minimum 5 years’ of relevant experience in educational policy development, planning, management and/or   implementing educational programs at National/Provincial level, preferably in the collaboration with the government.
  • Understanding of Pakistan’s educational policies and governance system, both at the national and provincial level, and of working mechanism up to district and school level.   
  • Experience in working with USAID-funded projects desirable;

Skills:

  • Knowledge of Teacher Education system in Pakistan and related policy issues;
  • Understanding of projects/policies supporting  pre-service  and in-service teachers’ continued  professional development, or/and  strengthening higher education teacher training institutions;
  • Demonstrated computer literacy (strong MS Office skills), and knowledge about EMIS and data-based decision-making, etc.   
  • Ability to manage multiple tasks while attending to details, demonstrated follow through and efficiency;
  • Strong interpersonal skills and proven ability to work under pressure with colleagues, consultants, and stakeholders from diverse backgrounds;
  • Good organizational and public relation skills;
  • Strong written, verbal and communication skills in English and Urdu. Knowledge of regional  languages preferred;
  • Good report writing skills.
