A newly established independent and autonomous public sector organization mandated to promote and protect human rights in Pakistan requires the services of a highly qualified Pakistani national as Legal, Technical and Human Right Analyst on full-time basis. He/she will be responsible to; (i) provide technical assistance for the development of the grievance mechanism, (ii) review existing and proposed legislation in compliance with the international human rights obligations and the recommendations of UN treaty bodies and (iii) conduct research into areas of concern. The Legal, Technical and Human Rights Analyst will directly report to the Chairperson of the organization.

3. MAIN DUTIES AND RESPONSIBILITIES

3.1 Technical Assistance:-

3.1.1 Grievance Mechanism:-

Assist in the development of the standards for the grievance mechanism and operational procedures for the operationalization of an effective complaints management/handling and referral system.

b) Assist in processing day to day complaints lodged at the head office applying legal principles of admissibility, limitation, estoppel, res-judicata and res-subjudice as provided in the Code of Civil Procedure (CPC) 1908 and assist in the maintenance of complaints files and records.

c) Assist in the drafting and analysing plaints, written statements, rejoinders, additional written statements, legal notices, orders and judgments of the Organization in accordance with the general rules as per CPC ;

d) Assist and maintain the complaints database for the head office, includes assisting in the development of quarterly complaints reports and trends analysis for the region.

3.1.2 Inquires and investigations:-

He/she will work to;

e) Provide advice on law and policy related to national and international legal issues;

f) Provide high quality technical assistance to prepare reports on communications received form UN treaty bodies and assist preparing and reviewing State reports and shadow reports on international human rights instruments;

g) Assist in preparing comments and replies for the Senate and National Assembly of Pakistan related to the Organization or redressal of human rights violations;

h) Represent the Organization at expert meetings and conferences on international legal issues;

i) Represent the Organization before the Court of Law in any legal matter related to human rights violation;

j) Assist in conducting field investigations on identified or reported human rights violations, and the development of field investigation reports.

3.1.3 Research and Publication:-

He/she will work to;

k) Develop the international legal dimension of the Organization’s research and advocacy strategies;

l) Assists in the development and implementation of capacity building programs for the staff, and exposure through technical conferences and visits in support of the effective delivery of the mandate.

3.2 Organisational Development:-

m) Develop and apply the organization’s policies, rules and regulations;

n) Develop and maintain positive working relationships with partners, donors, the government, NGOs, and international organisations.

o) Assist in the development of organization’s strategic plan.

p) Act as a liaison between the organization and Donors.

q) Undertake any other roles as assigned by the Chairperson of the organization.

4. REDUIRED QUALIFICATIONS & EXPERIENCE

4.1 Academic Background

a) A Pakistani national with at least a Master’s Degree in Law (LLM) preferably in International Law or International Human Rights Law from HEC recognized foreign university

4.2 Experience

a) Minimum five years’ post qualification practical experience in legal profession/legal matters plus minimum three years practice in international law/International Human Rights Law, or

b) Minimum five years’ post qualification experience in teaching Law as full-time faculty member in HEC recognized public sector universities with at least minimum three years’ experience in teaching international Law, international humanitarian law and international human rights Law, or

c) Minimum five years’ post qualification practical experience of dealing with legal matters plus minimum three years’ experience as an advisor to Government or non-government organizations on questions relating to international law and international human rights law; and

d) Strong quantitative and qualitative skills required

e) Demonstrates strong verbal and written English skills. Has been presenting ideas in a written format for management or public audiences

f) Possesses good command of MS Office, email etc required.

g) Candidates with the knowledge and working experience of UN agencies or INGOs on international law or international human rights law are preferable.

4.3 Personal Qualities/Skills

a) A strong commitment to the promotion of human rights is required.

b) Demonstrated ability to think legally, analytically, strategically and effectively is required.

c) Excellent written and oral communication skills in English are required. Proficiency in other languages is a plus.

d) Capacity to appropriately plan and prioritize and to manage multiple, sometimes competing demands efficiently in a challenging, fast-paced environment are required.

e) Ability to defend and explain complex issues and positions to staff and to advocate on these positions externally is required.

f) Strong interpersonal skills to work collaboratively within the Organization and outside the organization are required
