SCOPE OF WORK
Position: Data Collection Officer
Reporting to: Chief of Party
Project Description:
The U.S.-Pakistan Partnership for Agricultural Market Development (AMD) activity in Pakistan is a USAID funded activity implemented by CNFA with the goal of supporting the development of Pakistan’s commercial agriculture, particularly through improving the ability of Pakistan’s agriculture and livestock sectors to meet both international and domestic demand and requirements in targeted product lines in citrus, mango, high value/off season vegetables and livestock. AMD envisions transforming the four targeted product lines into efficient, private sector-led value chains that deliver competitive products to domestic and export markets. AMD’s targeted training, matching grants, and technical assistance will leverage private sector investment and encourage innovation. Together, these approaches will support upgrading, streamline supply chains, optimize profit margins, increase participation of women entrepreneurs, and ultimately make Pakistani mango, citrus, meat and HV/OSV more profitable and more competitive.
Objective:
Geographic Information Systems (GIS) displays digitally collected data on a map that can be used to store, manage, analyze and produce useful information. Data Collection Officer will work with related software and programs to create and maintain data and/or maps that can be combined with geographically referenced data. In the AMD project, information obtained from GIS can be utilized in the following ways;
M&E
- Technical requirement specifications and development of value chain based maps as required by project activities
- Data compilation and spatial representation of beneficiaries.
- Research value chain data analysis, design and update database for spatial feature representation
- Assist Director Monitoring & Evaluation in developing the overall framework for projects monitoring and evaluation including, but not limited to, regular project reviews, participatory impact assessments, process and operations monitoring through mapping and spatial analysis techniques.
- Provide inputs for development, standardization and deployment of tools that capture quantitative and qualitative data to be utilized in monitoring, evaluation and reporting under the defined indicators.
Communication
- Cartographic representation and development of AMD project value chain maps for the reports and other documents.
Security
- Tracking of vehicles, maintain situational awareness and monitoring of staff movement through tracking device and geographic information system based maps. It also includes plan resource deployments and map potential action and contingency plans
Specific Tasks:
- Undertaking specific GIS user needs studies.
- Create maps and graphs, using GIS software and related equipment.
- Meet with users to define data needs, project requirements, required outputs, or to develop applications.
- Conduct Research to locate and obtain existing databases.
- Gather, analyze, and integrate spatial data from staff and determine how best the information can be displayed using GIS.
- Compile geographic data from a variety of sources including censuses, field observation, satellite imagery, aerial photographs, and existing maps.
- Analyze spatial data for geographic statistics to incorporate into documents and reports.
- Design and update database, applying additional knowledge of spatial feature representations.
- Enter new map data through use of a digitizer or by direct input of coordinate information using the principles of cartography including coordinate systems, longitude, latitude, elevation, topography, and map scales.
- Analyze geographic relationships among varying types of data.
- Prepare metadata and other documentation.
- Operate and maintain GIS system hardware, software, plotter, digitizer, color printer, and video camera.
- Move, copy, delete, and add files, drawings, and maps to output reports in hard copy or electronic transfer.
- Present information to users and answer questions.
- Retrieve stored maps.
- Designing, developing (implementing), customising and maintaining (enhancing) the specific GIS.
- Providing quality control with regard to discipline specific in-house data capture (data conversion), the evaluation of data acquired from the field teams and beneficiaries outside of the Project and database construction.
- Developing, maintaining and updating specific GIS databases.
- Manipulating GIS data to create information products to meet specific reporting needs.
- Developing and applying GIS analysis solutions to meet other specific needs.
- Serving as the GIS technical point of contact on specific GIS and related matters.
- Any additional tasks assigned by the Chief of Party
Administrative Role:
- Operational support as advised by chief of party, daily office management, including logistical and administrative support,
- Assist with the supervision of nonprofessional staff and with administration of contractual contracts and vehicle services.
- Coordinate logistics and facilitate the mobilization of field staff and consultants
Minimum Qualification:
- Masters’ Degree in Science, Space Science or related disciplines.
- At least 4 to 5 years of Working Experience in a development agency or a new business development in corporate sector on different projects. Related experience in the agriculture and horticulture sectors in Pakistan.
Knowledge, Skill and Ability Requirements:
- Strong writing and communication skills;
- Understanding or prior exposure to agriculture/horticulture sector;
- Ability to perform successfully as a member of multiple project-related teams;
- Ability to manage multiple assignments
- Strong computer literacy skills required in data collectiong softwares, word processing, spreadsheets, presentations, web browsers, and email;
- Demonstrated successful interpersonal skills;
- Demonstrated ability to produce high quality work under pressure and deadlines.
Work experience in a development agency or in a development project environment is preferred, with work experience in the latter being more preferable.
