Introduction

An international non-governmental organisation is looking for qualified ,competent and egliable candidate for the position of Monitoring & Evaluation Officer.

Position’s Objectives

The M&E Officer will assist the M&E Coordinator and Program Manager in improving program quality, monitoring process & performance and facilitating the documentation of best practices. The M&E Officer will be responsible for making efficient and effective use of suitable methodologies, tools and techniques to support better project planning, monitoring, evaluation and reporting. she will contribute to building Pakistan’s overall M&E capacity, enhancing the overall use of clear program logic, sound data collection and analysis methods; and facilitating assessments linked to project/program design.

Responsibilities and Tasks

To achieve the position’s objectives the M&E Officer will perform the following tasks and undertake the following responsibilities:

  • Monitor and report on project implementation based on the program objectives, outputs and activities agreed with donors as per the logical framework.
  • Coordinate project/programme tasks with respect to monitoring and evaluation of activities, including the preparation of annual M&E work plans and budgets.
  • Actively support data entry in M&E data base system, generate required information from the database and assist in designing, pre-testing and finalization of different data collection tools.
  • Ensure that M&E data is  readily available, as appropriate, to the management, all concerned departments and to other stakeholders, particularly on impact and lessons learnt from Project activities
  • Regularly maintain both the project/program output progress matrix and complaint register.
  • Assist in designing baseline, mid-term and final evaluation using a combination of quantitative and qualitative methods.
  • Conducting and/or supervising need based assessment, village profiling and/or survey implementation, analysis and reporting.
  • Reviewing and providing advice related to log frames and indicators on proposals submitted to the different donors.
  • Prepare monitoring, evaluation & accountability plans and ensure implementation at field level.
  • Provide input to the development of knowledge management material such as briefers, human interest stories, case studies, press releases and related material as and when required.
  • Review information collected through the monitoring process, identify areas of improvement and prepare action agreed plans with relevant departments.
  • Coordinate in the capacity building of project staff on participatory monitoring and evaluation.
  • Promote monitoring and evaluation systems, capacity building and sharing experiences/ learning.
  • Investigate the issues at the grass root level received through complaint mechanismand coordinate feedback with the complainers.
  • Ensure timely follow up of all visit reports (such as monitoring, coordination, audits, control visits).

Required Qualification and Experience

Education:

  • University Degree preferably in Business Administration, Economics, Computer Science or related field.

Experience: 

  • At least 3 years of experience in the M&E/MIS in development projects implemented by national/ international NGOs/UN bodies/ Government; experience in designing both computer-aided and conventional tools/ instruments and strategies for data collection, analysis and production of reports; 
  • proven skills in the development of MIS software using database software; 
  • Expertise in working in statistical software (SPSS, Advanced excel, EPI info); understanding of geographic information systems databases.

Language Requirements: 
Fluency in written and spoken English, Urdu & Pashto.
