Development of 'Safe' Food Protocols Based on International Standards for Phytosanitary Measures and Inter-Governmental Quarantine Agreements

Background:

CABI is an international not-for-profit organization that improves people’s lives by providing information and applying scientific expertise to solve problems in agriculture and the environment.

Through knowledge sharing and science, CABI helps address issues of global concern such as improving global food security and safeguarding the environment. We do this by helping farmers grow more and lose less of what they produce, combating threats to agriculture and the environment from pests and diseases, protecting biodiversity from invasive species, and improving access to agricultural and environmental scientific knowledge. Our 48 member countries guide and influence our core areas of work, which include development and research projects, scientific publishing and microbial services.

Project:

CABI holds unique potential in IPM, SPS and overall plant health improvement which positions CABI unique as compared to related international agricultural organizations. Design of a tool kit has been proposed to have key features of ISPMs and Quarantine protocols. This is an effort to work as “Market Access Diagnostic Support”. This is an infusion of what CABI delivers in terms of capacity building of farmers around various centres under DCE theme, providing quarantine and SPS support to national partners, industry and farmers through various projects (CABI-SEA, Africa, CWA and SA). The proposed tool kit will be used to diagnose and propose a comprehensive training programme for farmers, packers, exporters, retailers, the NPPOs and trade associations.

Objectives:

  1. Design and develop and implement CABI wide SPS compliance programme for entire chain “Farm-Market” as business model equally suitable to donors, private sector and public sector funding
  2. Develop a diagnostic tool for trade facilitation especially for farmers to access markets both local and export
  3. Develop & customize training programmes from diagnosis of supply chain 

Key deliverables:

  1. Develop protocols for 'safe' food based on all the ISPMs.
  2. Develop protocols for 'safe' food based on quarantine agreements signed by the Government of Pakistan with other Governments.

Lead Centre: CABI CWA.

Pre-qualification of potential individual consultants:

1. A doctoral degree in agriculture (food technology, plant pathology, entomology, horticulture) from a recognised university.

2. Knowledge and experience of implementation of food safety standards including ISPMs, GlobalGAP, HACCP, BRC and ISO 22000.

3. Must have orientation of and access to the quarantine protocols signed by the Government of Pakistan with other governments.

4. Twenty years experience of extending relevant services to the agriculture / food supply chains with international standings.

Procedure:

1. Individual consultants are invited to submit technical and financial proposals in two separate envelopes clearly marked 'Technical' or 'Financial' further enclosed in one envelope (Single stage two envelopes method) along with their detailed CV.

2. Evaluation of proposals would be conducted following the CABI procurement guidelines, using 'CV’ method, against following criteria.

a. Consultant's adequacy for the assignment

b. Consultant's relevant / specific experience

c. Examples of transfer of knowledge by the consultant

d. Methodology for completion of the assignment

e. Break-up of timeline for completion of the assignment within given duration

3. Duration for completion of assignment would be one month.
