DUTIES & RESPONSIBILITY

  • Acts as resource person for the MD on the functional matters related to the P&D i.e. strategic plan, annual plan, new projects and research & development plan and works i.e. civil, electrical, mechanical and maintenance work in general.

P&D Assignments:

  • Lead the formulation, development and implementation of a broad, coordinated set of plans (long, medium & short term) and development programs to meet the goals and priorities set by the KPTEVTA management/ board.
  • Lead planning phase of the projects. Participate in the design, budget, and documentation phase by working closely with Directors to make sure that the scope and direction of each project is covered.
  • Coordinate the foreign funding agencies/local and international NGOs, for getting projects from feasibility to approval of projects.
  • Responsible for the efficient administrative control of all the matters connected with the projects budget estimates, its implementation, implications, and control.
  • Responsible for the estimates of drawings, specification, designing new buildings, extensions or alterations to existing buildings, or advising on the restoration and conservation of old properties.
  • Responsible to take approval on re-allocation of funds for development schemes.
  • Manage the affairs of the KPTEVTA Development Committee as Secretary.
  • Represent TEVTA in meetings organized by the P&D and Finance Department or any other relevant stakeholder meeting.
  • Provide inputs in the preparation of the annual budget of the P&D in conjunction with the Finance Department of KPTEVTA.

Works Related Assignments:

  • Carry out frequent visits to inspect various civil works sites of KPTEVTA and shall satisfy that the works are being carried out satisfactorily according to layout, drawings and specifications.
  • Facilitate the P&D and other align functional heads for preparation of estimates of major / minor works in the KPTEVTA head office and institutions.
  • Responsible to make arrangements with coordination of Operations to check and satisfy that the machinery / equipment’s of labs and workshops supplied are operational and according to specifications under different projects and institutions of KPTEVTA.
  • Responsible for the proper repair and maintenance of all building, civil engineering works including designing, planning, estimating, construction, supervision, surveys and electrical and mechanical work of KPTEVTA Institutions.
  • Responsible to assure from time to time that the staff employed in his functional area is actually necessary and adequate and can recommend to the HRM to increase or decrease the staff.
  • Carry out frequent field visits for ensuring the monitoring and evaluation of the construction and E&M work at TEVTA institutes.
  • Provide inputs in the preparation of the annual budget and propose revision and re-appropriations in budget of the works department in conjunction with the Finance Department of KPTEVTA.
  • Disburse the assigned budget as per the delegation of financial powers to be utilized for the activities of P&D and works to fulfil all the procedures lay down by the internal audit / financial procedures of KPTEVTA.
  • Lead, guide, train and assess team members of the department and to oversee their career development in conjunction with the KPTEVTA rules, making recommendations for appropriate in-service training and career progress.

QUALIFICATIONS REQUIRED

 Age

 

 

Up to 55 years

Education

Bachelor of Engineering in Civil/B-Tech (Civil) or any other relevant degree in civil technology from reputed HEC recognized University.

Experience

12 years’ of experience in reputed organization including at least 8 years of relevant experience in administering works, planning & development activities of TVET institutes. Preference shall be given to those who possess TVET related diversified exposure in national, international, public and private organizations.

Skills

Proven skills in the field of building construction & design. Working skills of ICT, Interpersonal skills, having sound knowledge of latest engineering practices in buildings constructions & design.
