Background: The position is for an international development project working to deliver social infrastructure across Pakistan.

 

Position Summary:            

This position is responsible for ensuring educational infrastructure construction works are completed to programme standards by the effective coordination and management of the activities of the district site engineers. In addition the position shall include monitoring and verification of construction works and provision of technical assistance to PTC/SCs, CCSIs, Contractors and School Support Team colleagues. 

 

Location: Lahore, Rahimyar Khan, Sialkot, Faisalabad

 

Reporting and Supervision: The Senior Site Engineer reports to the Provincial Construction Engineer.

 

Specific duties and responsibilities include but are not limited to:

 

  • Proactively build effective working relationships with SST members, District Education Officers, PTC/SC Members, CCSI members and Contractors.       
  • Working across multiple sites managing District Site Engineers to ensure optimum provision of:
    • Allocation of projects to individual Site engineers;
    • Advice and technical support on all construction related procurement; 
    • Overseeing of Site Engineers to ensure work is conducted and completed to programme standards; 
    • Regular inspections and approvals of construction work;
    • Delivery of technical support to all Customers;
    • Overview of all Health, Safety and Environmental (HSE) issues during construction.
  • Responsible for quality control of Construction drawing and specs, on site tests and site layouts.
  • Participate in the organization and delivery of Introduction Cluster Training for PTC/SCs, DEOs and CCSIs.
  • Using Capacity Assessment tools identify Humqadam related Infrastructure Engineering capacity of target Customers.
  • Deliver Humqadam Engineering technical assistance and capacity building interventions to all Customer segments.
  • Reports to IMC provincial level and working across multiple sites managing Site Engineers to ensure optimum provision of:
    • Accurate and timely activity based reporting as per project SOPs: weekly, monthly, quarterly etc.
    • Informative, timely and effectively presented written reports/numerical data as required.
    • Collection and analysis of  weekly reports of Site Engineers
    • Maintenance of the district Project Tracker.
    • Collates Incidents / accident reports.
    • Maintains filing system of all project related documents.

 

Required Skills and Qualifications:

  • A relevant Bachelor’s Degree/ DAE and / or equivalent Engineering qualifications;
  • Written and spoken English as well as local language(s);
  • IT Literacy: able to use Microsoft Word, PowerPoint and Excel at an intermediate level plus knowledge of Smartphone / tablet  applications; and
  • Good knowledge of understanding construction drawings and specs.
  • Familiar with different on site tests.
  • Knowledge of Site layouts.
  • Understanding of local community and related cultural sensitivities; and
  • Sound experience of People Management in the Infrastructure / Construction Sector.
