Countering Violent Extremism Technical Advisor, USAID/OTI SWIFT IV, Pakistan


Proposal Summary:  
The initial objective for the project would be to counter violent extremism and build a foundation for political and social development in conflict-prone communities in Pakistan. This project is issued under the USAID Office of Transition Initiatives (OTI). 

Position Summary: 
The Countering Violent Extremism (CVE) Technical Advisor will provide in-depth and conceptual input from a CVE lens to overall country program strategy as well as regional program strategies and work plans. S/he will report to the Chief of Party. In USAID/OTI programs, due to the USAID/OTI-MSI relationship and key decision making processes, the advice or information provided by the CVE Technical Advisor is often informed by OTI's overall technical direction.

 

Responsibilities: 

  • Providing CVE-specific advice and information to OTI, DCOPs, and activity development staff as part of the activity development cycle to ensure activities support program theories and assumptions; assisting in the identification of program opportunities and potential local partners.
  • Designing and developing research initiatives as requested in support of the achievement of CVE goals and objectives and contributing to the analysis of activities and program level impacts;
  • Provide timely analysis and reporting support to the USAID Mission or other USG entities as requested on CVE issues and policy.
  • Assisting the M&E Officer as needed in the development of M&E tools and approaches.
  • Engaging with the M&E Officer and OTI's Independent Monitoring Unit to incorporate M&E learning into the activity development cycle; distilling lessons learned for activity development staff.
  • Traveling within Pakistan to visit field offices.

Qualifications: 

  • Demonstrated knowledge of current program principles, concepts, practices, methods, and techniques of CVE.
  • A minimum of five (5) years working on countering violent extremism, or a related field is required.
  • Experience working on countering violent extremism in a range of countries is highly desirable.
  • Demonstrated knowledge of the Pakistani context at the national and local levels; previous experience working in Pakistan or on Pakistan issues is highly desirable.
  • Demonstrated experience presenting and representing ideas with a range of stakeholders including donors and government officials.
  • Fluency in written and oral English is required.
  • Proficiency in relevant local languages is desirable but not required.
  • University degree in a relevant field desired, but not required.
