Context:                     

CRS Pakistan started its operations in 1954 and is working in areas of education, livelihoods, protection, as well as emergency response and recovery, disaster preparedness and mitigation.

 

After the monsoon rains in July / August 2010 resulted in flooding in Pakistan, including northern Sindh, CRS Pakistan has worked in emergency response and recovery in Jacobabad and Kashmore Districts. CRS continued to support communities after the 2012 and 2013 floods as well in these two districts, including for the implementation of WASH and other reconstruction activities relating to hygiene behavior and community practices and hygiene promotion. In 2013, CRS also started an Education project in northern Sindh, working on quality education for primary school students. At this time, CRS Pakistan will now start a 21-month WASH in schools project which is an integrated WASH and Education project that will serve 36 schools in Kashmore District.

 

Core objective of this position is to work with the CRS WASH team in District Kashmore to implement the water and sanitation infrastructure rehabilitation activities in schools, including construction of slow-sand filtration units, and to ensure that the School Management Committees and other key stakeholders have the skills and knowledge to maintain the facilities. This position requires very close coordination with the local partner organization implementing the WASH activities with CRS, as well as with the CRS Education team who will be conducting quality education activities for this integrated project.

 

Primary Responsibilities: 

Work with the Project Coordinator WASH CRS Sindh sub-office and with counterpart staff and partners in implementation of water and sanitation and hygiene activities. This includes project design, implementation, monitoring, and O&M training. Responsibilities also include the provision of technical guidance and implementation support to partners in water supply and sanitation facilities rehabilitation at schools and slow sand filtration installations as needed.

 

Key Responsibilities:

 

  • Work with CRS WASH Project Coordinator and counterpart(s) to
    • Prepare and apply criteria for school water facilities rehabilitation selection

    • Prepare and apply criteria for school sanitation facilities rehabilitation selection

    • Prepare and apply criteria for school slow-sand filtration unit installation selection

    • Overseeing partner staff and/or conducting water supply and sanitation system damage surveys, rehabilitation design, field implementation, water quality testing, and school management committee trainings

    • Conduct initial review of partner design submissions and make appropriate changes.

    • Verification of the appropriate standard materials used in water supply and sanitation facilities rehabilitation and slow sand filtration units

    • Ensuring sound water supply or sanitation rehabilitation and monitoring progress against performance indicators

  • Ensure that partner technical staff is implementing projects according to the approved design and provide technical support and learning opportunities to partner staff
  • Act as a liaison between partner technical staff and CRS staff
  • Work in close coordination with all key stakeholders including government authorities, school management committees, teachers, other beneficiaries, partner organizations, and other providers of WASH facilities
  • Ensure timely and efficient monitoring and evaluation of project activities
  • Compile project reports highlighting project impact against indicators
  • Contribute to field based reports to CRS and/or external donors
  • Identify opportunities for new initiatives based on the indigenous knowledge of the communities and prepare concept notes/proposals as required
  • Contribute to the development of WASH projects repair and construction standards for CRS – Pakistan
  • Ensure compliance with CRS standard operating procedures to guarantee accountability throughout the implementation process
  • Ensure participation and involvement of the beneficiary community in program implementation so that programming occurs in a consultative, participative and gender sensitive way
  • As delegated by the Project Coordinator WASH, liaise with other programs and technical advisors in other locations to ensure sharing of lessons learned, tools and systems
  • Assist in the design and implementation of other complementary emergency response and recovery WASH interventions and how they apply to other areas, including livelihoods, education, emergency preparedness, etc.
  • Ensure coordination of program strategy & implementation systems with other actors, donors, and relevant government agents
  • Conduct any other programming responsibility delegated by the Project Coordinator WASH

 

Emergency Response:

As CRS/Pakistan responds to disaster situations, staff may be called upon to support emergency operations. Willingness and flexibility to perform tasks other than described in this job description and work longer hours than normal as necessary to complete critical tasks is required.

 

Key Working Relationships: 

Internal: All WASH Project Staff from Program Manager to field staff (POs HP, WQ PO, FE), Education SPO and POs, Deputy Head of Programs for Northern Sindh, and Sukkur Office Finance, Logistics and Admin Departments

 

External: Implementing partner staff, School Management Committees, community members, Works & Services Public Health Engineering Department, local government, other WASH (I)NGO actors

 

Professional Skills:

  • DAE, BE or preferably B.Sc. Civil and Water Engineering or Water Resources Engineering or Civil Engineering Experience and technical and professional skills in designing and implementation monitoring of different options/types of water and sanitation projects.  Possess thorough knowledge of national policies and international standards for water and sanitation projects/activities and their application
  • 3 to 5 years experience in case of BE, or B.Sc. civil engineering and more than 7 years experience in case of DAE in WASH activities assessment, design and implementation.
  • Experience with school water and sanitation facilities preferred
  • Social mobilization experience preferred
  • NGO experience preferred, including training and provision of technical support to partners/communities
  • Proven experience in gender based and participatory approaches to development
  • Emergency project experience preferred
  • Flexibility; ability to work as a team in a multicultural context
  • Excellent communication and inter-personal skills
  • Computer skills in Microsoft (Microsoft  word and excel) office

 

Personal Skills:

 

  • Experience in training and providing technical support to partners/communities
  • Excellent English and Urdu written and oral communication skills,
  • Knowledge of Sindhi required (Balochi and Siraiki a plus)
  • Strong team building and management skills
  • Willingness to spend 90% of time in the field
  • Physically fit, able to go to remote villages for 4 hours.
