‘Strengthening the Human Rights Capacities of Provincial Governments’

Knowledge, Attitudes and Practices (KAP) Survey

 

Introduction

 

Strengthening the Human Rights Capacities of Provincial Governments of Sindh and Punjab is a 30 months project supported by the Bureau of Democracy, Human Rights, and Labor (DRL) The project is aimed to involve strategically with the provincial governments to promote and protect the human rights and responsibly address the issues of abuses and violations. The Asia Foundation with the provincial governments will review and analyze the existing laws, policies, and procedures to identify and address the gaps, opportunities, and challenges. Comprehensive strategic plans will be developed for the concerned departments and ministries at the provincial and federal level. Strategies will be drawn to effectively engage the human rights concerned departments at the provincial level with civil society networks and federal ministry of Law, Justice, and Human Rights and Ministry of Religious Affairs.   

 

The Foundation will involve CSOs in the development of coherent strategic plans for provincial human rights departments, social welfare and women development departments, the Police, the Ministry of Law, Justice, and Human Rights, and the Ministry of Religious Affairs to promote the relationships between CSOs and government entities and build their commitment to follow the strategic plans and coordinate and integrate their efforts.

 

KAP Survey Objective and Scope

 

The objective of the KAP Survey is to gauge understanding of employees/representatives of Federal Ministries (Ministry of Law, Justice and Human Rights & Ministry of Religious Affairs) , relevant human rights departments in Punjab and Sind provinces, and Networks and Human rights CSOs in 8 districts of South Punjab and Sindh.

 

The KAP Survey will provide a basis for program impact evaluation at the end of the project and identify existing on-ground realities with respect to the project objectives. The KAP survey is expected to adopt a holistic research methodology incorporating quantitative and qualitative research tools.

 

Focus Areas for Indicators:

 

Qualitative and quantitative instruments should be designed to measure the following areas at a minimum. Proposals highlighting indicators over and above the below mentioned areas are strongly encouraged:

 

  • Current level of tri-partite (provincial-federal-civil society) working relationships/coordination and communication/information sharing
  • Current level of knowledge, attitude and practices with regard to roles and responsibilities of human rights institutions at the national and provincial levels
  • To assess the understanding of the staff/employees of relevant institutions (government/CSOs) regarding political drivers and challenges around the implementation of the 18th amendment within the perspectives of human rights.
  • To assess the level of understanding of staff/ employees of relevant institutions (government/CSOs) regarding political drivers and impediments to promote the human rights agenda at the federal and provincial levels
  • Number of gaps and limitations identified in  relevant institutions in Punjab, Sindh, and at the federal level viz a viz their given/changed role or terms or reference after 18th Amendment
  • To assess the level of consensus among the provinces and federal government on number of gaps and limitations in human rights relevant laws and legislations
  • Consensus on number of institutional gaps and limitations among staff of concerned Ministries, departments, Institutions and CSOs.
  • To assess the level of understanding of how civil society can contribute to promoting human rights
  • To assess the ability of relevant provincial departments and federal ministries to address protection needs and due processes required to ensure  provision of rights of vulnerable groups i.e. women, children, labour, disabled
  • Evidence that human rights organizations and networks have the knowledge and skills to access relevant departments and ministries
  • To assess the confidence levels among tri-partite members
  • To assess the practices of sharing of information regarding human rights issues among tri-partite members

Location

 

The KAP Survey will focus on relevant institutions in 8 districts in the Punjab and Sindh provinces that exhibit particular vulnerability in terms of human rights violations and abuses. (5 districts in South Punjab and 3 in Sindh). The survey will also cover human rights concerned ministries and departments at the provincial and federal level.

 

Timeline:

45 days

Starting from lastweek of November, 2014.

 

Detailed Scope of Work

 

  • Review of Project Documents and Secondary Data: The consultant should submit a review of existing data to target Federal capital, Provincial headquarters of Punjab and Sindh and 8 districts of South Punjab and Sindh (5 in South Punjab and 3 in Sindh). The consultant will review secondary data to identify the low, medium and high risk districts of South Punjab and Sindh in terms of human rights violations with emphasis on women’s rights, religious freedom, and freedom of expression. After the identification of the districts the consultant will start off the field activities in six districts (3 each in South Punjab and Sindh – Low, Medium and High Risks districts) to seek the connecting factors / disconnection between State institutions and Civil Society.

 

Sampling Methodology: The consultant will be required to provide a detailed sampling methodology for a representative sample. The sampling methodology should contain the following:

1)      Sampling frame and sample size

2)      Detailed sample design outlining the plan and logic for any stratification and/or clustering

3)      Power of the sample including confidence interval and margin of error etc.

4)      Plan for ensuring the applicability of the KAP survey in a future impact evaluation.

 

Implementation Plan: A comprehensive implementation plan from field deployment to finalization of KAP survey report must include the following:

1)      Field deployment plan (no. of proposed field teams)

2)      Proposed staff and assigned responsibilities (such as role of supervisors and enumerators etc.)

3)      Plan for training of field teams (must include an instrument training manual and field instructions manual)

4)      Method for data entry and cleaning

5)      Tools for data analysis

6)      Detailed work plan till finalization of the KAP survey report

                                                             

Monitoring and Quality Assurance: The consultant should highlight mechanisms for ensuring the quality of the data collected and entered at each stage of the study in a comprehensive monitoring plan.

 

Instruments for Data Collection: The KAP survey is required to combine quantitative and qualitative tools. The quantitative instrument would include the questionnaire to be administered. Qualitative instruments could include in-depth interviews with key stakeholders and Focused Group Discussions.

 

The consultant will be required to work closely with the project team to develop study design and instruments. Additionally, quantitative and qualitative instruments will require approval from the Foundation prior to pre-testing.

 

All material prepared and collected during the KAP survey will be the sole property of the funding organization. The consultant will be required to provide the Foundation with all primary data collected in electronic form.

 

Deliverables:

 

  1. Inception report outlining learning’s from project documents, existing data, identified districts and proposed study design  with sampling methodology (must include the final sample drawn), Implementation plan and monitoring plan (detailing method for quality assurance)
  2. Quantitative and qualitative Instruments
  3. Field work completion report
  4. First draft of KAP Survey report
  5. Final KAP Survey report
