FORENSIC SUPERVISOR

Terms of Reference

Background

SEC is seeking a motivated candidate(s) for the positions of Forensic Supervisor for UNDP assisted Project, Strengthening Rule of Law in Malakand (SRLM) under the overall supervision of National Technical Specialist and guidance of Programme Manager SRLM.                                                                       

The SRLM Project aims to promote an enabling environment which will deepen the ongoing efforts to secure peace and stabilization. Under this project assistance will be provided for institutional development and capacity building to the Rule of Law institutions to ensure effective security services and speedy provision of justice services. The project will also work with the informal justice institutions so that dispute resolution is trusted, affordable, accessible, and viewed as fair by the local communities. In doing so, UNDP will engage with key stakeholders in Khyber Pakhtunkhwa (KP) including the Judiciary, Police, Local Government, prosecution, bar associations, jirgas, CSOs and ongoing (justice) initiatives, including ongoing UNDP programmes and projects. The activities and outputs under the project will enhance confidence and trust of the local communities into the Rule of Law institutions and result in improved law enforcement, speedy justice, including that of informal justice system. The project will help create forums for dialogue and develop a strategy for harmonization between communities, formal and informal Rule of Law institutions.

Duties and Responsibilities

Forensic Supervisor shall be responsible for the Project interventions related to establishment and operationalization of Regional Forensic Science Laboratory, Swat. He/she will be responsible for the day-to-day supervision of all the activities related to Regional Forensic Science Laboratory, Swat. He/she shall liaise regularly with SRLM Management to ensure smooth support for the project and shall carry out the following tasks and responsibilities:

  • Planning, coordinating, directing and conducting Forensic activities.
  • Perform analytical, management and program assignments involving the associated database and equipment.
  • Locate identity, reconstruct and preserve pertinent items of evidence for examinations from crime scenes.
  • Ensure internal chain of custody.
  • Process Lab. Documentation; maintain quality assurance and confidentiality of the documentations.
  • Prepare and furnish written & oral reports
  • Present necessary testimony in the Courts of Law.
  • Training and monitoring of Lab. Technicians or other Police Officers.
  • Other duties as assigned by the Director FSL, Peshawar.

 

Education and Experience

M Phil/MS in Chemistry, Information Technology, Physics & Mechanical Engineering.

Preference shall be given to candidates having Forensic Knowledge. Excellent communication and interpersonal skills, report writing and computer skills including Microsoft Word, Excel and Power Point. Fluency in English, knowledge of Pashto languages desirable.

Other Terms & Conditions;

  • Only eligible candidates will be short listed for interview.
  • Age limit is 40 years
  • The Selected candidates shall complete mandatory pre-service training (06-months) as decided by the authorities. Stipend equivalent to half of the decided salary will be paid during training.
  • The selected candidates shall have to furnish security bond worth PKR Rs. Two million to serve in the laboratory for five years.
  • The job is purely on contract bases and renewable annually after satisfactory performance reports and passing required proficiency tests.
  • The place of posting shall be Regional Forensic Science Laboratory Swat, however the employees are liable to serve in FSL Peshawar, as and when required by the Director FSL, Peshawar.
