Terms of Reference for Programme Associate

Overview:

MNCH Program/UNFPA is seeking Program Associate, who will provide admin support to midwifery specialist and Program director MNCH Program to strengthen midwifery component of MNCH Program.

Responsibilities:

Under the overall supervision of PD MNCH Sindh and direct supervision of CMW Specialist, focusing in two pilot districts namely Tando Md. Khan and Nausero Feroz in particular, the incumbent:   

  • Develops and maintains excellent relationships with DHOs , district focal persons MNCH Program, administration of DHQ, THQ hospitals and RHCs, facility based MNCH related staff and CMW school management, tutors, Lady Health Supervisors and deployed community midwives;
  • Provides all necessary management support to CMW Specialist for the effective implementation of the pilot initiative;
  • As directed, provides monitoring and supportive supervision to the programme;
  • Supports capacity building efforts for LHVs, CMW tutors  and  helps develop learning environment at CMW schools;
  • Supports Clinical Supervisors in the pilot districts to assess capacity gaps of deployed CMWs, and helps develop personalized action plans as necessary;
  • Assists in organizing capacity assessment gaps and implementation of action plan as required;
  • Supports Clinical Supervisors in selected districts to negotiate with hospital sites for clinical attachments, helps develop tool for the monitoring of the clinical attachments and on-site coaching and ensures all CMWs receive quality capacity building through clinical attachments;
  • Provides logistical support for hands on trainings and refresher trainings for CMWs in the field;
  • Assists in establishing skills lab according to the midwifery education standards;
  • Develops skills checklist with support of midwifery specialist and make available to the skills lab, midwifery tutors, CMWs and students;
  • Develops checklists for monitoring of teaching as well as service delivery and implement them;
  • Obtains reports from districts, and prepares periodic reports on monthly, half yearly and annual basis and submits to UNFPA through CMW Specialist;
  • Documents successes, challenges, and lessons learned and shares for informed decision making;
  • Participates in relevant updates on new technical knowledge and approaches within MNCH Program Sindh;
  • Assists CMW Specialist in printing , distribution and proper display of Information, Education and Communication (IEC)  materials for CMWs;
  • Assists in organizing seminars/ workshops related to midwifery and MNCH program;
  • Attends internal meetings and meetings with MNCH program and assists on any program issues;
  • Assists CMW Specialist during MNCH authorities and other related delegations visits to the project site; and  
  • Any other relevant task assigned by Provincial Programme Director of MNCH Sindh or CMW Specialist.

Qualifications and Requirements:

  • Master  Social Sciences  / MBA /  MPH    
  • Minimum of 3 to 5 years experience in programme management, M&E, and office administration;
  • Excellent verbal, listening and communication skills in English, Urdu and Sindhi;
  • Computer skills including ability to operate, spreadsheet, and word processing programs at highly professional level;
  • Fair knowledge about financial management aspects of developmental programmes, ability to prepare financial statements;
  • Understanding of community  midwifery program, reproductive health related issues, and knowledge about challenges and opportunities pertaining to maternal health in particular;
  • Have stress management and time management skills.
