Objective of the Project:

The programme’s objectives are to make the Pakistani state more receptive to the demands of the population by seeking to create awareness amongst the population whilst giving citizens and communities the skills to bring about change. A great emphasis on this programme is to eradicate violence against women.

The 4 key outputs are as follows:

  1. Empower women to give them a political voice to participate safely in politics without the fear of violence
  2. Enhance the capacity of the citizens and communities to resolve disputes peacefully and inclusively
  3. Build capacities of citizens to agree solutions together to make effective demands
  4. Build evidence to change laws, attitudes and behaviours through different means

 

Additional objectives are to increase civil society organisations’ capacity to influence government policy and hold it more accountable for its results. It will also seek to ensure that marginalised groups are given a voice and become more involved in the decision making process whilst becoming more engaged in politics. The aim of this project will be to serve as a management agency that will manage grant funds, provide technical support to build CSO capacity whilst building monitoring and evaluation capacity.

TASKS (PERFORMANCE REQUIREMENTS)

  • Revise and maintain  robust and transparent grants procedure in line with DFID Partner’s guidelines including development of partner’s grants and compliance manual and other tools as required.
  • Liaise closely with partners to ensure understanding of and compliance with partners management manuals and procedures
  • Maintain an accurate database of all financials transaction and disbursements records maintained and managed by DAI
  • Maintain monthly variance analysis per partner per spending category to be tracked against projections/Costed Workplan to be circulated to each partner
  • Reveiw of overall variance monthly variance analysis report to be shared with TL and HO
  • Undertake spot checks, internal audit of partners and fields visits to regional and district offices.
  • Propose, design and deliver  training to partners organization staff to enhance their skills and abilities in the field of grants, subcontracts , finance and operations
  • Monitor partners compliance with financial management and reporting obligations
  • Maintenance of partner financial compliance risk register
  • Joint running with Finance and Ops Manager , M&E Manager of monthly Costed Work Plan and spending review (with each Partner)
  • Monthly presentation of disallowances to TL/DTL Prog and Finance Ops Manager for sign off
  • Manage and support the administrative capacity of the partners
  • Provide assistance and support in developing of procurement plans for partners
  • Support Preparation of partner budgets with Finance and Operations Manager
  • Financial Management of programme Response Fund (Grants)

Academic Requirements:

  • Experience of work with international donors and national and/or international CSOs, cooperate and development sector organization recomended
  • Master degree in a relevant field of finance, ACMA, ACCA and CA finalist
  • Language proficiency in English and Urdu with excellent writing skills in English.

Any other assignment provided by the Supervisor or team leader.
