General Functions
Under the overall supervision of the Program Manager and under the directions received from the Team Leader, the NGO Specialist will be directly reporting to the Area Development Officer (ADO) Non-Infrastructure. The NGO Specialist will be responsible for identifying, liaising and working with different NGO’s in the area for the development and implementation of small grants activities.
Specific Duties and Responsibilities
- Secure and maintain a firm grasp and understanding of existing Government of Pakistan regulations and policies with regards to NGO activities to keep the Program’s ongoing and new projects in line with these regulations and policies.
- Closely work with the NGOs, review their grant ideas, budget and review the implementation strategies.
- Develop all required documentation relating to the NGO small grant mechanism for the program, and review them regularly as required.
- Follow-up on interim and final reports for each grant implemented by the NGO’s and review received financial and narrative reports.
- Advise Program leadership, over the course of the program, on implementation of grants by the NGOs and delivery of required outputs.
- Develop, advance and manage relationships and activities with new and existing NGOs to advance the Program objectives through implementation of small grants.
- Compile related reports as and when required by Program Management / Donors.
- Identify the relevant government line department or regulatory body for NGOs and establish the strong relationship for coordination and smooth implementation of program activities.
- Advise senior Program leadership, local field team leaders etc on political dynamics and problem solve as issues arise related to Program optic, government ownership, community engagement and other related difficulties.
- Any other duties as required.
Qualifications and Experience
- University degree relevant to the enumerated tasks.
- Experience with progressive responsibility in the design and implementation of small scale grants/projects.
- Ability to use access database and Microsoft excel, access, outlook and word.
- At least Four years of experience working with NGOs in community development project implementation.
Languages
Thorough knowledge of English, including English writing skills; knowledge of Urdu and/or Pashtu is desirable.
