General Functions

 

Under the overall supervision of the Programme Manager, and with directives received from the Deputy Program Manager, the Deputy Manager Field Operations will directly report to the Field Operations Manager and will be responsible for assisting with the implementation of the program activities in operations department.  

Specific Duties and Responsibilities 

  • Assist the Field Operations Manager with the general implementation of the overall program and ensure that procedures are followed for grant development, implementation, management, monitoring, evaluation, and grant completion and closing.
  • Assist the Field Operations Manager to draft relevant program documents, forms and tracking tools. Track the progress of the implementation cycle of each grant, ensuring timely follow up on actions and coordination between the program (field) and operation (procurement, finance, information management) units.
  • To guide and lead a team including of; Field Operations officer and Grant Development Officer ensuring that they are performing their duties according to program standard when needed.
  • To act as an Operations Unit’s focal point for field activities, particularly Program staff and offices located in the field.
  • Conduct regular visits to FSP Sub-offices on regular basis, to train FOs and AFOs and orient new staff members on ACHB and other program guidelines, provide guidance and follow-up on grant filing during the life cycle of the grant at the sub-office level.
  • To work closely with the Grant Development/Writing officer on timely submission of the grant ideas in accordance with the work-plan of different regions. Also to assist in recording and file program changes, policies, decisions regarding grants into ACHB and other guidelines time to time.
  • Responsible to maintain the work plan tracker on daily basis in accordance with the donor’s approval and disapproval regarding regional program grant ideas.
  • To be a program focal point to liaise with the field teams and Donor, regarding all type of grant amendment requests to the donor’s
  • To ensure the timely submission of all grant-related documents from the sub-offices to the Grant Unit in the targeted deadlines.
  • Oversee the records maintaining system in accordance with program standards.
  • At the request of the Field Operations Manager, liaise with governmental counterparts to further strengthen ties between the program and the government ofPakistan.
  • Oversee the records maintaining system in accordance with program standards. Assist the Manager Operations in the general implementation of the overall program.
  • Liaise with GFP for developing a proper profile of all grants related component for their respective areas.
  • Oversee the maintenance of grant photos, field reports, site visit notes, technical reports and success stories. The incumbent will be responsible for its collection, compilation, from field to HO vice versa.
  • To be prepared to substitute for Operations officers when required.
  • To Track and monitor the progress of individual grants through the work plan tracker and ensure Operations officers and field team are maintaining timely throughput on grant submission, approval, completion and closure. 
  • Such other duties as may be assigned.

Education and Experience

  • Bachelor’s degree, preferably in Political or Social Science, Business Administration, International Relations and/or Law, or an equivalent combination of relevant training and experience;
  • Relevant field experience in programme formulation, implementation and evaluation;
  • Demonstrated experience and knowledge in establishing systems and overseeing programmes under limited time constraints;
  • Experience in working with a programme involving small grant activities  highly desirable;

Languages

Thorough knowledge of English; working knowledge of Pashtu, or other languages spoken in the region will be an advantage.
