Job Title: Program Officer- Service Delivery for HIV&AIDS

Context:
CRS Pakistan started its operations in 1954 and currently working in areas of education, HIV/AIDS, drought mitigation, water and sanitation, livelihoods, legal assistance to refugees. Alongside this, CRS continues to work in the areas of emergency response, disaster preparedness and mitigation.
In the HIV/AIDS sector, CRS seeks to assist People Living with HIV and AIDS (PLHIV) access needed care and support services so that they can live out their lives in dignity. To do this, CRS also coordinate with a range of health institutions to ensure appropriate testing facilities and the administration of Anti-Retroviral (ARV) therapy. The HIV/AIDS program is also looking to strengthen the approach to ensure care of PLHIV in the home by engaging with key stakeholders and partners on home-based care. The program is uniquely positioned in Punjab and Sindh and intends to leverage this experience to increase the impact and scope of interventions across Punjab and Sindh, as applicable. This position is based at Islamabad but involves extensive traveling throughout Punjab and Sindh.
Primary Responsibilities:
This person is responsible for providing support and technical assistance to local partners, working on HIV/AIDS Care and Support programs and activities under Global Fund. This includes development and organization of HIV/AIDS-related activities supported by Global Fund, as well as participating in program design, project assessments, monitoring, and evaluation and reporting. This position will report directly to the Global Fund Project Manager, but also coordinate with the Program Officer (M & E) for M&E related activities, the Finance Officer regarding partner budgets as well as the Program Manager for HIV/AIDS for overall program management and partnership.
Key Responsibilities:
- Provide Program support to HIV and AIDS Care and Support Partner NGOs for effective implementation of projects by conducting regular field visits to partner offices and field sites to review project effectiveness and impact as well as provide feedback on program considerations in close collaboration with the Global Fund Project Manager.
- Provide technical assistance to partners on service delivery package of Care and Support Programming.
- Coordinate with the Global Fund Project Manager, other CHBC sites, the NACP, and the PACPs for CHBC site finalization of standard operating procedures and guidelines.
- Identify partner capacity building needs and systematically develop capacity of partners on Program and Management quality in close coordination with CRS Finance and Program team.
- Conduct regular field visit to partner offices and field sites including Home visits to PLHIV
- Ensure timely and quality reporting from partner NGOs based on Project indicators
- Provide constructive feedback to partner NGOs on monthly and quarterly reporting
- Assist partners to improve quality training by closely monitoring needs assessments, quality of trainings and program enhancement.
- Conduct CRS and Partner staff trainings on HIV and AIDS and related topics as needed.
- Assist development of Partners’ annual budgets and monitor financial statements with the support of the Finance Officer and the Global Fund Project Manager
- Participate in meetings of HIV/AIDS and health related networks as requested.
- Assist with the organization of events, conferences and HIV/AIDS trainings for staff and beneficiaries.
- Other duties as required.
Emergency Response:
"The Program Officer, Service Delivery for HIV and AIDS may be called upon as part of their roles and responsibilities to participate and/ or provide support in emergency response situations when and where required in consultation with their supervisor."

Professional Skills:
- Masters degree in social sciences, health, MBA, MBBS or related field
- Minimum 3 years of Program experience in HIV/AIDS, preferably in INGO
- Proven experience in all aspects of programming, including project design, implementation, monitoring and evaluation, partner support and report writing.
- Experience in capacity building and working with local organizations
Personnel Skills:
- Computer literate ( Word, Excel, Power Point, Outlook, Internet explorer)
- Excellent analytical and writing skills
- Excellent communication and presentation skills
- Ready to travel to remote areas of Pakistan for extended periods (including some weekends) as well as travel domestically upon short notice
- Fluent in written and spoken English, knowledge of local languages especially Punjabi and Sindhi will be an asset
