General Functions:
Under the overall supervision of the Program Manager, and under the direct supervision of the Deputy Program Manager and in close coordination with the Field Operations unit as the Program representative in their respective Area, the ADO is responsible for designing, developing, implementing and reporting program activities in his area of responsibility (AoR). Â These activities will consist of identification of promising local partners, programs and activities that demonstrate effective engagement of communities, and youth in particular, to counter violent extremism and that encourage stable and strong communities.
Specific Duties and Responsibilities
- Be responsible for the successful implementation of all project activities in your AoR, including grant development, planning, approval, the transparent procurement of grant-related goods and services, and consistent, continuous follow up and reporting. Successful implementation should include on-going consultative processes and community and/or partner organization involvement in all phases.
- Advise senior management on programmatic strategy, including where to focus program resources, how to develop operational relationships with local organizations and groups, community leaders and the DCOâs office, if required, and how to address programmatic challenges as they arise.
Manage the staff assigned to their respective Agency and ensure that the staff meets all programmatic targets and undertakes all activities observing all programmatic rules and parameters.Â
Manage relationships with relevant stakeholders, including but not limited to Government departments at the Agency and local levels, community leaders, and local organizations and communities at large.
- Monitor and report on the programâs operational environment and proactively contribute to the overall Program strategy, design and implementation.
- Establish and oversee consultative processes with target communities, programs, organizations and activities to identify, recommend, design, and develop projects for funding.
- Engage the district administration to assist in identifying potential communities for interventions, keeping view the overall program objectives and district work plans.
- Prepare all grant materials and reports in a manner consistent with the use of the Program Activity Database.
- In conjunction with other Program staff, verify the deliverables and evaluate the completed projects and subsequently conceive, write and report a success story for every completed grant.
- Share with other program staff successful methodologies for consultative approaches to grant development and implementation.
- Manage the Program staff assigned to your Agency.
- Provide weekly grant implementation updates and provide weekly grant by grant updates via conference calls, as well as provide other ad hoc reports as needed.
- Manage payments to the implementer in accordance with the schedule and agreed timelines and deliverables.
- Hold meetings with community leaders, project implementers and GOP representatives, if required, to identify potential opportunities and resolve issues impeding the smooth implementation of grants.
- Plan and supervise field visits of the programâs technical and field staff on regular basis and asses their performance against the designated TORs.
- Â Any other duty assigned by the Program Manager or Deputy Program Manager.
Qualification and Experience
- Bachelor's Degree in Social Sciences or equivalent.
- ADO must have a minimum of five years experience with project design, development, management, and implementation of development-type projects. He should have experience in community participation and consultative-type projects. The ADO must have the capacity to understand and analyze national, regional, and local politics, and the creativity and analytical capacity to design and implement grants with the interface between and among communities.
 Languages
Thorough knowledge of spoken and written English & Urdu required; working knowledge of the languages spoken in the region will be an advantage.
