PURPOSE OF POSITION


To coordinate the implementation of the Community Resilience Project in Pakistan. To provide technical support and overall coordination to mainstreaming of DRR into other sectors of WVPAK. To ensure that Integrated peace building and conflict sensitivity is incorporated into the CRP and other sectors.

Major Responsibilities:


 To develop the organisation’s understanding of the link between vulnerability to disasters,
Climate change, livelihoods and development. In particular understanding the effects of
climate change on poor disaster prone communities and translating this theory into
Practical action on the ground.
 To take a lead role in identifying humanitarian and development projects that are linked to
climate change and other risks
 To provide technical support to staff and partners/stakeholders to help poor at risk communities find practical solutions for tackling the effects of climate change, natural hazards and man-made hazards through community level adaptation and mitigation activities
 To promote the integration of Risk Reduction and risk analysis into both humanitarian and development work.
 Performs risk analysis for corporate functional areas to identify points of vulnerability and recommends disaster avoidance and reduction strategies. Provides guidance to and coordinates the efforts of staff members in the development of recovery procedures for key areas of the organization. Analyzes environmental and equipment configurations for critical corporate resources; recommends disaster avoidance measures and improved backup capabilities. Periodically reviews changes in corporate resources with the management of those areas to assure the effectiveness of the recovery procedures and backup capabilities.

 Capacity builds staff on all aspects of Resilience including the integration of DRR, I-PACs and CCA.
 Contribute to the development and implementation of an integrated regional capacity building plan to ensure Community Resilience/DRR integration.
 Communicate learnings and best practices to the broader partnership Communities of Practice.
 Participate in and facilitate lessons learned processes and programme evaluations for Community Resilience Project and DRR mainstreaming.
 Support community resilience and DRR advocacy in alignment with policies, protocols and standards including integration within Citizen Voice and Action.
 Participate in partnership forums, working groups and networks that have a direct impact on the management and implementation of the Community Resilience Program.

Management

• Ensure Community Resilience Project activities are operating within the approved budget and reported to all donors.
• Collaborate with the Community Resilience Project Coordinator to assist with project implementation including planning, monitoring, reporting, documentation, and evaluation.
• Coordinate the compilation and writing of the project reports to all donors.

Human Resource Management

• Provide effective leadership, management and support to WVP team.
• Manage staff recruitment, capacity building and performance review of the team.
• Conduct regular staff appraisals based on WV HR procedures (performance-based staff contracts).
• Develop staff development plans with staff
Spiritual Leadership
• Exhibit spiritual maturity, integrity and a dynamic personal sense of life calling.
• Attend and participate in spiritual nurture meetings/devotions as scheduled.


Knowledge, Skills & Experience:

Masters degree in the social sciences or development studies.
7 years of experience in development and program management of DRR and Conflict related programs
Clear understanding of the workings of major donors
At least 5 years of work experience on senior management positions
Fluent in English with preferred local knowledge and languages
Experience in complex and disaster prone areas.
Able to represent WV to major donors and government officials
Have worked during two emergencies
Demonstrates a clear understanding of the underlying causes of vulnerability and appropriate interventions to address them.
Demonstrates previous experience in conducting both risk assessments in fragile contexts with communities.
Knowledge of humanitarian works with in Geography.
Ability to work in a team structure and operate efficiently
Ability to work in a non-threatening, participatory, supportive manner with all colleagues
Experience in development programing and the links between relief, rehabilitation, and development.
Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources
Experienced in emergency responses
Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina
Ability to work effectively under pressure
