In order to reduce the suffering of people and promote agricultural development, Relief International (RI) carried out a thorough assessment in this region. Following assessment, RI has embarked on a project titled ‘Rapid Livelihoods Rebuilding via Agriculture based Livelihood initiatives’ (RL-RALI) in collaboration with the British Asian Trust (BAT) for rebuilding of agriculture based livelihood in district Layyah of Punjab province. The main goal of this project is the reconstruction of livelihoods and encouraging positive economic development in regard to the population of Layyah district affected most by the flooding.
Objectives of the Project :
- Improvement of livelihood through sustainable agricultural practices via kitchen gardens and establishment of fodder plots in district Layyah
- Selected beneficiaries’ capacity built through provision of trainings and inputs in sustainable agricultural practices.
- Local governance strengthened by establishing platform for local economic development, and implementation of project in partnership with local government stakeholders and village-based institutions.
Geographical Area of the Project :
RI is working in two UCs named Kotla Haji Shah and Shadu khan of tehsil & District Layyah .Both UCs are most affcted UCs of tehsil.
The specific purpose of this final evaluation is to:
- Provide an independent assessment of the performance of the programme against targets, goals and expected results.
- Measure and report on achievements.
- Provide recommendations to RI about a potential similar Livlihood extension project.
- Analyze the cost effectiveness of the different approaches taken.
Principal areas to be considered in the evaluation process:
a) Impact: Details of the broader economic, social and political consequences of the project and how it contributed to increased capability and responsiveness to poverty reduction through improving livelihood of the affected area .
Progress in relation to indicators in the logframe and expected achievements and from the M&E Tools.
What was the Project’s overall impact and how does this compare with what was expected?
b) Equity: Discussion of social differentiation (e.g. by gender, ethnicity, socio-economic group, disability, etc.) and the extent to which the Project had a positive impact on the more disadvantaged groups.
How did the Project actively promote gender equality?
What was the impact of the Project on children, youth and the elderly?
What was the Project on minorities?
How were the needs of the excluded groups addressed within the Project?
c) Relevance: Details of the Project’s significance with respect to increasing voice, accountability and responsiveness within the different contexts in which implementation happened.
How did the Project relate to small farmers priorities at local levels?
What conclusions, positive and negative, can be highlighted in relation to small scale livelihood practices promotion?
Were there trends towards the line departments accepting these kinds of Projects/Programs?
d) Efficiency and value for money: How far have funding, staffing, regulatory, administrative, time, other resources and procedures contributed to or hindered the achievement of the results?
) Effectiveness: Assessment of how far the intended outputs and results were achieved in relation to targets set in the logical framework?
F) Sustainability: Potential for the continuation of the impact achieved and of the delivery mechanisms following the withdrawal of donor support.
g) Applicability: How replicable is the process that introduced the changes/impact?
What aspects of the Project are replicable elsewhere and within Organization?
Under what circumstances and/or what contexts would the Project be replicable?
What are the implications/lessons learnt?
Focus groups discussions, evaluation of statistics and data, individual and participatory group interviews with stakeholders and beneficiaries at all levels.
The contractor will:
- Meet with the Country Representative, Project Manager, project staff, community mobilizers, stakeholders and key members to assess achievements of the project.
- Evaluate and assess progress towards project indicators, using the means of verification specified in the log frame.
- Verify statistics and reports (such as baseline surveys, attendance records, meeting minutes)
- Evaluate all collected data.
- Produce a final evaluation report that details whether the project has achieved its goals and objectives.
