OBJECTIVES As part of the ACF-Pakistan WASH operational areas, the Water Supply Supervisor will be in charge of all technical activities related to water supply and will ensure the efficient and smooth execution of the WASH projects in ACF targeted areas. MAIN TASKS AND RESPONSIBILITIES A- Programming 1. Carry out (participate) in baseline assessments for water supply & Construction. 2. Help and plan Water supply & Construction related activities. 3. Supervise and monitor day-to day activities in collaboration with the Engineers. 4. Prepare regular reports on water quality, quantity and construction related data bases for monitoring. 5. Coordinate with other WASH field staff (WASH supervisor-Social) to ensure that the various aspects of the WASH Program are integrated. 6. Forecast and manage the delivery of the equipments and materials needed on the site in close collaboration with logistic department. 7. Ensuring all the contractor work in accordance to the work plan and quality. 8. Ensure safety procedures and rules are respected in the field by all workers. 9. Represent ACF with different stakeholders at field level. 10. Maintain good communication with beneficiaries and partner organizations on the field 11. Perform other work - related duties and responsibilities as may be assigned by the Supervisor. B- Finance 1. Prepare the Daily workers payment sheet and payment documents for Workers/contractors. C- Human Resources 1. Train and manage the WASH Field staff (water supply engineers, water treatment plant operators, Construction engineer Etc.) 2. Ensure the good respect of working conditions while in office or in the field, especially the respect to ACF code of conduct and standard operating procedures for the area of operation and safety rules on the construction sites. 3. Ensure staff appraisals are conducted and together with the WASH Deputy program manager/Program Manager , identify staff training needs and follow up for appropriate action with the WASH PM, with recommendations for training and other capacity building measures D- Administration 1. Organize day-to-day logistics, administration, and personnel activities 2. Manage all related program equipment and materials in close consultation with the logistics/procurement officer. Maintain and ensure proper project asset register Internal & External relationships Internal • Supervision of Designing and construction of water supply & sanitation Services and WASH Engineers (Water & Civil) External • Local governmental and non-governmental partners : exchange of information, coordination, training, supervision, influence on choice of technical options • Local medical authorities : exchange of information, coordination, influence on choice of technical options • Local representatives of international aid organisations : exchange of information REPORTING RESPONSIBILITIES • Monthly field activity report • Monthly & quarterly donor reports as required by each grant • Weekly contribution to project sitrep • Data Base updations POSITION REQUIREMENTS QUALIFICATIONS 1. University Graduate in Water or related engineering Field with excellent knowledge of water supply & Construction. 2. At least 2 years experience. SKILLS & EXPERIENCE ESSENTIAL • Experience and understanding of community mobilization in relation to water supply activities PREFERRED • Familiarity with the local culture, ability to develop respect from a wide range of people and strong ability to communicate effectively • Good command of English and the local language. • Personnel management skills. • Ability to work well in a team in difficult circumstances.
