Summary:
The Compliance Manager shall report to the Chief of Party or his/her designee and shall assist, develop, and oversee the program. This position is responsible for ensuring that all project documents such as finance vouchers, disbursements of all projects and operations comply with Donor, Government and the Company rules and regulations. The Compliance Manager shall ensure that all subcontracts and service agreements are prepared in strict compliance with USAID and Company’s policies, procedures, rules and regulations.

Essential Job Functions:

  • Review the reliability and integrity of financial information and the means used to identify measure, classify and report such information.
  • Responds to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures. Develops and oversees a system for uniform handling of such violations.
  • Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
  • Review the means of safeguarding assets and, as appropriate, verify the existence of such assets.
  • Review operations and programs to ascertain whether results are consistent with established objectives and goals and whether the operations or programs are being carried out as planned.
  • Review the established systems to ensure compliance with those policies, plans, procedures, laws and regulations which could have a significant impact on operations and reports, and determine whether the district is in compliance and suggest policy where required.
  • Review compliance with the distinct guidelines for ethical business conduct.
  • Perform other duties as assigned, including, but not limited to, Participate in the planning, design, development, implementation and operation of major computer-based systems to determine whether a. Adequate controls are incorporated in the systems; b. Thorough system testing is performed at appropriate stages; c. System documentation is complete and accurate; and d. The needs of the user organization are met.

Required Skills & Experience:

  • Bachelor’s degree preferably in Business, Finance, Economics, Political Science, Law or related field.; or CPCM preferred;
  • Proficiency with Microsoft Office and Excel required;
  • USAID or other international experience, knowledge of the USAID ADS system, the Federal Acquisition Regulations cost/price analysis, indirect rate development, contracts types, grants and cooperative agreements;
  • Ability to deal with ambiguity and change;
  • Strong communication and organizational skills;
  • Ability to coordinate and lead team members;
  • Excellent interpersonal skill, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team;
  • Ability to analyze and propose solutions to problems;
  • Ability to work independently and as part of a group;
  • Ability to work effectively in a fast-paced and changing environment;
  • Fluency in English required.
  • CPA certification adds more value to the qualification of the person.

Preferred Skills & Experience:

  • Master’s Degree in Business, Finance, Economics, Political Science, Law or related field.
  • 6-8 years of experience in federal government contracts administration working with the FAR and OMB circulars 110, and 122, 133, etc.;
  • Previous experience managing Grants implementation for a USAID-funded assistance program.

  • Strong oral and written communication, supervisory, accounting, analytical and decision making skills.
  • Ability to communicate, interact and work effectively and cooperatively with all people including those from diverse ethnic and educational backgrounds. Willingness to contribute to cultural diversity for educational enrichment.
  • Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment and report unsafe conditions to the appropriate administrator.
  • Ability to maintain confidentiality in all aspects of the job.
  • Accounting skills and understanding of financial control concepts
  • Ability to communicate effectively (both verbally and written) at all levels
  • Ability to follow through audit tasks in a systemic manner to completion.

Travel Requirements:

  • Regional travel as dictated by program needs.

Physical Requirements:

  • Normal Office Conditions.
