Relevant Experience:

  • Bachelor’s Degree required, Masters Degree preferred.
  • Fluency in both English and Urdu required; other Pakistani languages preferred.
  • Minimum 5 years of human resources experience with 2 to 4 years management experience preferred.  
  • USAID experience preferred.
  • Demonstrated knowledge of Pakistani labor law and practices.
  • Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge.
  • Ability to operate at advanced levels of authority and manage significant activities, budgets and resources to produce and take responsibility for results.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings.
  • Ability to work both independently and as part of a team.
  • A willingness to travel to all provinces of Pakistan; and
  • Work experience in the private sector and in a development project environment is preferred, with work experience in the former being more preferable.
  • Strong knowledge of MS Office applications.
  • Strong organizational and work prioritization skills and attention to detail.
  • Supervisory experience preferred.

Job Description:

The manager plays a critical position within the Project, based in the Lahore office in Pakistan, serving as the Human Resources Manager for the Project.  This position deals with employee sourcing and recruitment, HR filing system set up, compensation, benefits, employee relations, creation and application of HR policies and procedures, and compliance with local labor law. The individual holding this position shall perform the following general functions:     

Principal Duties and Responsibilities

  • In collaboration with Home Office, recommend solutions and approaches, make decisions, and take appropriate action on HR matters including, hiring, terminations, policy development and application, and HR procedures.
  • Oversee and implement the on-boarding process for local employees in Pakistan. Manage staff through performance planning, development and evaluation process.  Ensure staff development and career progression.
  • Work in conjunction with the Office of Business Conduct and Director of Administration and Technical in supporting training of Living our Values to all staff and provide HR support in field investigations.
  • Build capacity and coordinate training and development activities in support of HR, management and leadership development.
  • Represent management in negotiating collective bargaining agreements, mediation, and arbitration proceedings. Draft proposed contract language; assemble negotiated contracts. Assist in resolving employee disputes and grievances.

Technical Capacity

  • Possess a thorough understanding of human resources to support problem solving, strategic and programming decisions including developing strategies for long and short-term improvements for the HR functions, ensure proper reconciliation of benefits deductions, compensation, and applicant/employee data are performed appropriately, over see the maintenance of the HR database, and the benefit programs implementation.
  • Maintain and expand technical knowledge in individual human resources discipline and international development by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
  • Undertake assignments on projects or special initiatives as appropriate.

 Management and Leadership

  • Attract, recruit, and recommend hiring of new staff that fit the profile of the Project professional.
  • Supervise, develop, and evaluate assigned staff. Ensure that staff receives regular constructive performance feedback, prompt resolution of problems, and time and opportunity to grow professionally.
  • Define team roles and responsibilities clearly and concisely, promote strategies for effective teamwork and leadership development, and cultivate collaborative working relationships across the project.
