ActionAid Pakistan (AAPk) is currently seeking qualified and experienced applicants to fill the above mentioned position based in its Country Office Islamabad. Details of the position are:

 Core Responsibilities:
 
It is a middle level position reporting to the Manager Policy Research & Advocacy. Policy Officer - Education is expected to support education program through inter department liaison, coordination with external stakeholders/organizations, representation of AAPk education program on national and international forums and programs, project planning and budgeting.
 
Key responsibilities include:
 
  • Proactively lead, coordinate and link AAPk’s policy research, analysis and advocacy and influencing initiatives to promote the right to quality education;
  • Provide technical support and policy analysis to set the country program’s education policy & advocacy agenda;
  • Ensure AAPk’s engagement on key education policy debates at provincial and national level and link up with other stakeholders at international level.
  • Identify & initiate partnerships, networks, coalitions, alliances and platforms that advance the right to quality education and achievement of the MDGs;
  • Ensure linkage between AAPk’s DA and Area office level experiences in education with national and international education policy research and advocacy initiatives;
  • Ensure AAPk’s effective representation in regional and international level policy advocacy initiatives;
  • Lobby with Policy and decision making authorities including state institutions for policy shift.
  • Promote staff and partners’ understanding regarding the right to education and its relevance in enhancing other rights;
  • Provide technical support to AAPk and partners staff on designing, implementing and monitoring education program and policy work.
  • Enhance staff and partners understanding on education policy issues that affect the country.
  • Appraise country level education policy related programs and projects;
  • Proactively engage with partners to streamline the right to education agenda and effective monitoring and evaluation systems and mechanisms;
  • Initiate innovative education programs, policy ideas and proposals in line with AAPk’s country strategy;
  • Prepare national level P&B & annual reports regarding AAPk’s education program, policy influencing and networking activities;
  • Mainstreaming women & girls’ rights and HIV/AIDS issues in AAPk’s education policy advocacy initiatives;
  • Promote education policy issues at all levels by initiating & facilitating dialogue and debates;
  • Organize and some times lead national level campaigns on education and participate in the global level education rights campaigns.
 Candidate Profile:
 
  • Masters Degree in Social Science or other relevant disciplines.
  • Minimum 3 - 5 years of relevant experience.
  • Conceptual clarity on issues related to education and knowledge of education related policies;
  • Ability to examine and link education issues with two main lenses of patriarchy and globalization;
  • Having good understanding of Human Rights & Rights Based Approach and social movements
  • Experience in long-term results based plan and budget preparation, implementation and review
  • Good analytical and report writing skills
  • Excellent interpersonal communication skill
  • Exposure/ability to work in a diversified multicultural set-up
  • Healthy understanding of principles of women rights, accountability and transparency
