A.         About CPDI

Centre for Peace and Development Initiatives (CPDI) is an independent, non-partisan, and a not-for-profit civil society organization working on issues of peace and development in Pakistan. It is registered under Section 42 of the Companies Ordinance, 1984 (XLVII of 1984). It seeks to inform and influence public policies and civil society initiatives through research-based advocacy and capacity building to promote citizenship, build peace, improve governance, and achieve inclusive and sustainable development. Areas of special sectoral focus include promoting peace and tolerance, police reforms, right to information, strong local governments, climate change and mitigation, transparency in governance, democratic values, rule of law, accountable governance in the country, and public health initiatives.

B.         About the Assignment

B. 1.   Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) has initiated a project titled “Participatory Local Governance” (PLG) to assist the governments in Punjab and Khyber Pakhtunkhwa to further strengthen their local governance system through improved services delivery to the citizens. PLG builds on the earlier gains of its two completed projects in Punjab and Khyber Pakhtunkhwa i.e., the Support to Local Governance Project and the FATA Development Project by creating synergies on the already achieved results and the capacities built. The PLG will provide support mainly in three areas i.e., local revenue generation, participatory development planning, and digitalization for improved services delivery. GIZ has partnered Center for Peace and Development Initiatives (CPDI) to assist the Government of Khyber Pakhtunkhwa (GoKP) in evolving a structure for and building capacities around participatory local development planning in the province. This initiative (project for CPDI) is termed as “Localization of SDGs through Participatory Development Planning by Tehsil Local Governments in Khyber Pakhtunkhwa”.

 The overall goal of the project is “To create awareness, build capacities, enable public participation and facilitate relevant stakeholders for SDGs-oriented Tehsil-level development planning.” The strategic objectives of this project are to (i) support the Tehsil Local Governments in KP in the formulation of SDGs-oriented tehsil-level annual plans that take into account the needs, suggestions, and aspirations of the citizens; (ii) build the capacity of selected TLGs regarding participatory local level planning and budgeting process; (iii) support digitization of tehsil development plans (iv) increase the capacity of the provincial level for strengthening participatory planning and citizen engagement at local level; and (v) generate public awareness on local level planning and opportunities for citizens’ participation, especially for women and marginalized segments of society.

B. 2.   Purpose and Objectives of the Assignment

CPDI aims to hire the services of an experienced trainer/facilitator to build the capacity of master trainers of Local Governance School (LGS) on participatory local level planning and budgeting process and formulation of SDGs-oriented medium-term tehsil development plans. Currently, CPDI is assisting selected Tehsil Local Governments (TLGs) in formulating SDGs-oriented Tehsil Medium Term Development Plans. This assignment aims to build the capacities of the master trainers to increase the institutional capacity of the LGS for rolling out SDGs and participatory-oriented development planning process at the TLG level and to take forward the formulation of SDGs-oriented medium-term tehsil development plans to the rest of the TLGs in KP province.  During and after the project, these master trainers will build the capacity of the remaining TLGs identified by the Local Government Department KP, on participatory local level planning and budgeting and formulation of SDGs-oriented medium-term development plans.

B. 3.   Scope of the Assignment

The scope of the assignment will entail all tasks necessary to undertake the training of the master trainers of LGS on SDGs and participatory-oriented development planning process at the level of TLG for formulation of medium-term tehsil development plans:

  • The assignment is woven around the following main documents and the training is to be tailored and anchored accordingly by reviewing and studying the relevant documents, reports, manuals, and materials:
    1. Process methodology for SDGs-oriented Tehsil Development Planning in Khyber Pakhtunkhwa.
    2. SDGs and Localization of SDGs, efforts made by the provincial government thereof, such as Provincial SDGs Framework, District SDGs Scorecard, and District Localization Plans.  
    3. Local Government Development Guidelines for Devolved Tiers (P&D Guidelines 2023)
    4. Manual on Participatory Development Planning Process for the Formulation of the Tehsil Medium-Term Development Plan Khyber Pakhtunkhwa.
    5. Manual for the Orientation of Community Activists and Civil Societies Representatives on the Sustainable Development Goals.
    6. Training Manual for Orientation of SDGs for TLG Officials and Elected Representatives.
    7. Information, Education, and Communication materials developed for SDGs and participatory-oriented development planning process at the TLGs for the formulation of SDGs-oriented medium-term tehsil development plans.
    8. Other relevant documents/material.
  • Liaison and coordination with the LGS, GIZ-PLG Project, and CPDI to plan and schedule three days training at Peshawar.
  • Develop a comprehensive approach and methodology (Contents and PPT) for undertaking the training including the development of pre-and post-test and evaluation methodology.
  • Conduct three days training of the master trainers on SDGs and participatory-oriented development planning process at the level of TLG for the formulation of SDGs medium-term tehsil development plans.
  • Develop a comprehensive report of the training of the master trainers along with an analysis of the pre- and post-training tests.

B. 4.   Deliverables and Payments

C.         Reporting Structure and Coordination

The facilitator undertakes all activities under the direct supervision of the Provincial Coordinator, CPDI.

D.         Required Qualification and Experience

The Facilitator should possess a combination of expertise, relevant training and work experience, and interpersonal skills to successfully undertake activities associated with this position. The following are the key qualifications & experience criteria required for selection: 

  • Educational qualifications:
    • The candidates should hold at least a master’s degree in a relevant field such as social sciences, management sciences, public policy, or any other related field.
  • Relevant work experience:
    • At least 10 years of experience in the field of local governance, programme management or development planning, or a combination of all.
    • 03 years’ experience in SDGs implementation/ mainstreaming/research 
    • Experience in the development of District/Tehsil Plans
    • Knowledge of participatory local development planning and budgeting as prevailing at tehsil and district levels in Khyber Pakhtunkhwa.
    • Experience in the Khyber Pakhtunkhwa province and familiarity with its local governance legal framework, structure, and challenges.
    • Experience in conducting training needs assessments, designing training modules, and delivering training programs.
  • Skills and Competencies:
    • Expertise in participatory development methodologies and tools.
    • Proficiency in developing and using training materials and manuals for capacity building.
    • Excellent communication and presentation skills.
    • Strong interpersonal and facilitation skills to engage diverse groups of participants.
    • Ability to work collaboratively with local government officials, civil society representatives, and community activists.
    • Ability to analyze pre- and post-training test results and provide comprehensive reports.
    • Competence in evaluating training effectiveness and making necessary adjustments to improve outcomes.
