Job Summary
The Staff Safety and Government Liaison Officer will provide reliable support for managing the safety and security risks of its program operations, staff, assets, and offices. The individual is required to support emergency response in the field with program teams ensuring safety and security mechanisms are in place. The individual will be based at Islamabad with 60%-70% of the time spent in the field/travels with program teams or as per the instructions of the Safety & Security Manager. The individual is expected to provide full-time support, including being available out of normal business hours to proactively assess and respond to any related security & Government Laison risks or needs.
This position will also be required to provide major support as government liaison in effective collaboration with different government stake holder e.g LEAs, MOI, MOFA, EAD, Home Departments at provincial levels, NDMA, PDMAs, Ministry of SAFRON, CAR and all the administrative authorities at district levels, with ability to work flexibly, reliably, maintain confidentiality, and a commitment to CIP’s core values will be essential for success in this role.
Job Responsibilities and Tasks
1 - Support and Facilitate External Liaison and maintain a Positive, Working Relationship with Key Stakeholders. (60% of Time)
- Advice, identify and secure appointments with key stakeholders at multiple levels in various government departments, ministries and Law Enforcement Authorities (LEAs).
- Oversee the timely and accurate preparation of key documents regarding CIP’s work for submission to relevant government authorities, in collaboration with Manager Safety & Security and other teams of the CO.
- Provide support and facilitate NOCs for CIP projects (prepare and submit NOC applications along with the required supporting documents to concerned provincial/ local government departments and keep a close follow-up with relevant authorities)
- As per the instructions of the immediate supervisor (Safety & Security Manager), represent CIP’s work accurately in meetings at the appropriate levels with government and LEA representatives.
- Advise Manager Safety & Security and other program teams at all levels to ensure program implementation compliance with CIP’s MoU with the government of Pakistan.
- Provide updated reports/ information, after approval from the Manager Safety & Security & CD to MOI and other external stakeholders (wherever needed) ensuring compliance with regards to CIP’s registration in Pakistan.
- Assist in preparation of the documents required to submit applications to key stakeholders e.g MOI, EAD, SAFRON, CAR, NDMA, PDMA and other related government entities to obtain NOCs for the new field office, for the project implementations in emergencies or development.
- Assist in preparation and submission of the Quarterly, Six monthly or Annual reports to MOI, EAD, District Administrations accomplishing the relevant documentation per the MoU requirements.
- Ensure, in consultation with Safety & Security Manager & CD, that the performance audit is performed by a panel of auditors, is forwarded to the MOI, and is duly vetted by key internal stakeholders.
- Ensure to obtain the permission/NOCs/Approval/Travel NOCs in timely manners from the relevant federal, provincial and district authorities for the foreign visitor’s donors delegations visiting to their desired project locations in the country.
- As per the instructions of the Safety & Security Manager, coordinate with Admin and Logistics staff, submitting the application to the MOI, relevant authorities at provincial and district levels ensuring that NOC for rented building/s is obtained.
- Facilitate sessions to educate other staff on how to communicate effectively whilst liaising with external bodies, especially LEAs.
- Assist in creating and disseminating communications materials, including but not limited to: letters, electronic presentations, reports, newsletters, and informational packets.
2 - Safety and Security Operations (35% of Time)
- Fully support and assist program teams in the Islamabad office and for the field office as and when required. During the emergency (flood, earthquake or in a similar emergency) response or other project implementations ensuring safety and security systems are in place and practiced.
- Frequent field travels (60%-70%) to affected or other project implemented districts and conducts safety and security risk assessments, identify potential risks, and advise mitigation strategies as and when task assigned by the Safety & Security Manager.
- Provide detailed security briefings/orientation to CARE staff at Islamabad office and as and when required to the field-based staff.
- Close coordination with other organizations / Government offices that are providing flood response or other nature of the project implementations on humanitarian grounds in the areas.
- Ensure the implementation of the CO’s standard operating procedures (SOPs) for maintaining secure operations for CARE staff members in field offices and field assignments.
- Support the staff to satisfactorily undertake liaison with government and law enforcement authorities (LEAs) to ensure safe movement of staff for CARE business and related safety and security risk management.
- Ensure that CIP office Islamabad are equipped with the required safety and security equipment and coordinate with the admin or other relevant team for its timely installation, repair and/or maintenance in consultation and guidelines with the Safety & Security Manager.
- Vigilantly assess safety and security threats and risks to CARE and disseminate these on time with appropriate recommendations/advice to staff.
- Report to the safety & security Manager of any instances of staff non-compliance to established protocols or procedures and provide recommendations for corrective actions.
- Keep abreast with the security situation in area of your deployment and provide short daily progress updates and weekly progress reports to Safety & Security Manager.
- Ensure and support that staff generate online trip tickets & local field plans before they move to their field areas and or out of the station; and these travels are approved from the appropriate authorities, line managers, safety & security department, and country director.
- Understand and comply with all CARE International and Pakistan safety and security policies, protocols, humanitarian principles, programming principles, CI PSEA Policy, CI Gender Policy, and Core Values.
- Monitor CCTV at Islamabad and as well as of the field offices, and report to safety & security manager of any finding that required attention. > Monitor Vehicle tracking system and ensure vehicle movement is as per plan.
- Ensure that established movement tracking protocols are adhered to by both the Safety and Security unit and all CIP staff.
- Send security and safety alerts to all staff by SMS, WhatsApp, and email in consultation with the Safety & Security Manager.
3- Other responsibilities as assigned (5% of time)
- Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
A) Qualifications (Know How)
Required
Bachelor’s degree in Social Sciences.
Desired
Master’s degree in a related field.
B) Experience/ Technical Skills
- 3-5 years’ experience of providing administrative, protocol and external liaison support to senior management.
- Demonstrable track record of cultivating and maintaining effective collaboration with various government entities and LEAs.
- Pro-active, persuasive, ability to work under stress.
- Assessment, analytical, and planning skills
- Fluency in written and spoken English is mandatory knowledge of local language is desirable.
- Strong computer/internet usage skills
