About CPDI

The Centre for Peace and Development Initiatives (CPDI) is an independent, non-partisan and a not-for-profit civil society organization working on issues of peace and development in Pakistan. It is registered under Section 42 of the Companies Ordinance, 1984 (XLVII of 1984). It seeks to inform and influence public policies and civil society initiatives through research - based advocacy and capacity building to promote citizenship, build peace, improve governance, and achieve inclusive and sustainable development. Areas of special sectoral focus include promoting peace and tolerance, police reforms, right to information, strong local governments, climate change and mitigation, transparency in governance, democratic values, rule of law, accountable governance in the country and public health initiatives.

 

About the Assignment

1.         Background

Reliable, clean, affordable, and nonstop power supply is an essential component for economic development. Over the last 30 years, Pakistan's economic performance is being severely affected due to inconsistent economic policies, power shortage and political instability. Right now, expensive, insufficient, and inconsistent supply of energy are the key reasons for the current poor economic situation. During the last 15 years, climate change has also multiplied Pakistan's economic and development problems significantly. The floods of 2010 and 2022cost billions of dollars in damage.  Pakistan account for less than 1% of greenhouse gases, but according to the Global Climate Risk Index Pakistan has been ranked as the eighth most vulnerable country in terms of climate challenges, including water stress, melting glaciers, extreme weather events and the spread of diseases. Pakistan is currently the fourth most polluted country in the world. According to the Air Quality Life Index 2021, the average life expectancy of Pakistanis citizens has been reduced by average 3.8 years due to air pollution.

Climate change, circular debt, expensive imported fossil fuels, costly, and inconsistent supply of electricity are major challenges of the day.  Industrial and economic growth is not possible without the consistent supply of clean, affordable, and reliable energy. Therefore, short-term, and long-term strategic planning is needed to overcome these challenges and to achieve smooth, fast, and sustainable development.

The main purpose of this project is to create a cohort of 160 Climate Champions cohort mostly Parliamentarian, Climate Activist, Journalist and Academia and build their capacities to put pressure on the decision makers/ Government to increase renewable energy production share to 35% by 2030.

The 2nd objective is to engage with a minimum of 2 parliamentary committees and build a mechanism where civil society and independent energy experts can interact with the committee members preferably in committees open hearings.   

 

2.         Scope of the Assignment

CPDI expects that the consultant will prepare a longlist of 200 Parliamentarian/ Climate activist, Media and Academia and help in the gradual formation and capacity building of a national level climate cohort.  The consultant will invite them to consultation and capacity building meetings and training workshops.  Arrange meetings with the relevant chairperson of a minimum of 2 standing committees and their members for consultation and their engagements with the civil society organizations and members.   

Key Tasks

  1. Listing of 160+ climate champion legislatures/ activist/journalist and academia.
  2. Invite and ensure participation of 20-25 selected participants of the cohort in 3 national level capacity building workshops and meetings.
  3. Arrange at least 3 meetings with the chairperson and committee members of Senate/ National Assembly standing committees on energy/power/ Science &Technology/ Oil and gas etc.
  4. Invite and ensure participation of standings committees’ members in 3 joint sitting with renewable energy expert and consultation with civil society actors.
  5. Actively participate in the project activities/ meetings/ seminars & workshops.
  6. Any other task assigned by CPDI; JET team related to this assignment evolved during the work.

 

3.         Proposed Level of effort

  1. Listing and meeting with or for Cohort of Climate Champions:  16 days                       
  2. Three capacity building (2 days each) trainings of Cohort:           12 days
  3. 3- Meeting & with 2 Standing Committees chairperson. members: 8 days
  4. 3- Consultation meetings with Standing Committees:  8 days

5.         Required Qualification and Experience

  • The consultant should possess minimum of 10 years’ experience working in the political party/parliamentary reporting beat, and interpersonal skills to successfully deliver the consultancy assignment.
  • Educational qualifications: The consultant must have a master’s degree in social sciences.
  • A deep understanding of the working of the political parties is highly desired.
  • Excellent report writing skills.
