Relevant Experience: Graduate with a bachelor degree in public health, health management, social sciences or  relevant field with at least 1-2 years working experience in NGO / INGO in relevant position and program (i.e., CMAM & IYCF) 

Position Objective: The position of Nutrition Officer ensures district level implementation of Health and Nutrition component of the project. The position will provide technical support to field staff and conduct supportive monitoring visits, facilitation to team and ensure smooth implementation health and nutrition activities under the supervision of Senior Project Manager. The role will focus on providing input for all programme activities at the district including planning, supervision, capacity building, behaviour change, and coordination & reporting.

Job Description:

Mission 1: Ensure effective planning, coordination for, and operationalization of Outpatient Therapeutic program (OTP) and Medical Services at the healthcare facility

The Nutrition Officer is responsible for:

  • Map and identify the healthcare facilities for implementation of project activities including rehabilitation, provision of Supplies, establishment of OTP and medical services at district level.
  • Assess the needs and gaps of medical supplies and equipment at the health facilities.
  • Liaison with DHO office and hospital admin to identify gaps in medical supplies.
  • Supervise the planning and operationalization of OTP/CMAM activities and OPD/medical services at designated healthcare facilities in liaison with SPM and local authorities.
  • Work closely with DOH Health staffs for listing of medicine and equipment and space for the OTP and OPD services and appropriate referrals take place to and from the CMAM outreach and well integrated into the Primary Health Care and CMAMI approach.
  • Ensure quality of services, (basic health services, ANC.PNC, screening and treatment of SAM without complication, referrals, first aid) that are being provided at the camps by routine and regular monitoring.
  • On job trainings of Nutrition assistants and relevant outreach staff in screening, assessment, admission, management, discharge from OTP and transfer to and from the community or other source, as per predefined guidelines.
  • Conduct routine monitoring visits to the HCFs within the district and ensure smooth functioning.
  • Ensure that the SAM patient receives appropriate treatment, enrollment and referral based OTP admission criteria.
  • Ensure adequate availability of all medical and Therapeutic food supplies and ensure stock is pre-positioned as planned by discussing with Medical Officers, Nutrition Assistants and logistics.
  • Follow-up and provide feedback to the MOs, LHVs, nutrition supervisor /officer on the amount and quality of the medical supplies if it does not comply with specified quality standards.
  • Regular and strong coordination with PHC/CMAMI, NSC and Outreach staff on referral and integrated case management package.

Mission 2: Supervise medicine and therapeutic supplies provision and management at OTP activities:

The Nutrition Officer is responsible for:

  • Follow-up of stock request and consumption.
  • Conduct routine monitoring visits to the OTP sites and OPD within the district and ensure that supply chain is maintained.
  • Ensure proper documentation and reporting of the stock distributed through OPD/OTP/Outreach activities.
  • Compile the statistical data in conjunction with Medical Officer and Nutrition Assistant (admission, default, cured, absent, death) and draft a report on activities with timely submission to the program.
  • Conduct capacity building need assessment and establish technical areas that requires training and on job support among the team.
  • Based on identified needs, develop capacity building plan in collaboration with SPM and HOD N&H.
  • Ensure continuous supervision and technical support to the field teams and activities.
  • Coordinate with logistics to ensure proper stock prepositioning, management and appropriate storage.

Mission 3: Network and coordinate with the relevant sectors:

The Nutrition is responsible to:

  • Establish good Relationship with the Taluka and UC authorities and Community leaders
  • Establish a network with the other actors in the working area (I/NGOs and DOH)
  • Establish linked and meetings with the Community leaders and different group existing in the working area.
  • Establish a good understanding of the program within the community.
  • Establish good coordination with caregivers coming to the OTP for services.
  • Inform ACF Senior Project Manager and Technical HODs for any Technical problems encountered related CMAM/OTP Program.

Mission 4: Additional Tasks:

The Nutrition Officer is responsible for:

Mission 5: Ensure compliance with ACFs gender equality, child protection sensitivity and safeguarding policies

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability

Specific skills needed to perform the function

  • Significant experience of projects in Balochistan
  • Ability and willingness to travel to duty site/ health facility and villages when required.
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions like long distance walking to work/distribution sites
  • Excellent spoken and written local language /Urdu and English language skills · Good interpersonal and communication skills Preference.
  • Experience in closely working with DOH and Tehsil/District HQ Hospitals and at health facility level is advantageous
  • Previous experience working in clinical setting/CMAM is an asset
  • Ability to prepare weekly and monthly program reports
  • Candidates will be preferred who belong to ACF-intervention areas/UCs district
