JOB DESCRIPTION:

The Senior Programme Coordinator for Maternal, Newborn, Child, and Adolescent Health & Nutrition (MNCAH&N) plays a pivotal role in the effective implementation of health and nutrition programs within designated districts, specifically Pishin and Killa Abdullah in Balochistan. This position involves close collaboration with our esteemed partners, the People's Primary Healthcare Initiative Balochistan (PPHI-B) and the Indus Hospital & Health Network (IHHN), for the Health on Wheels Project under HUM fund in designated districts of Jaffarabad and Naseerabad. These partners have a strong track record of engagement in Balochistan through various projects.

The key responsibilities of this role include delivering primary healthcare services, particularly in the domain of Maternal, Newborn, Child, and Adolescent Health and Nutrition (MNCAH&N). The primary focus is on serving vulnerable populations impacted by displacement, including refugees, internally displaced persons (IDPs), returnees, and host communities in the region.

In addition to these responsibilities, S/He will conduct program monitoring and supportive supervision activities to uphold program efficiency and effectiveness. This includes the preparation of comprehensive reports, tailored to meet project objectives and reporting requirements. Furthermore, as a representative of the organization, S/He will actively participate in health & nutrition working groups at the provincial level and engage in pertinent provincial and district-level meetings involving national/international NGOs/INGOs, UN agencies, and national stakeholders. The success of this role is contingent on the commitment and experience of a dedicated professional capable of driving the delivery of essential health and nutrition services to vulnerable populations while upholding the highest standards of technical quality and program efficiency.

KEY AREAS OF ACCOUNTABILITY:

Program Coordination:

  • In collaboration with implementing partner and support the implementation, reporting and monitoring of program activities according to international and SCI standards, ensuring that programs objectives, indicators and outcomes are met in a timely manner and with quality.
  • Work closely with the Health & Nutrition Technical Advisor to ensure all procedures, codes of conduct and policies are followed and upheld and ensure compliance in all facets of technical aspect of program implementation.
  • Ensure programs utilize standardized protocols, policies, and guidelines according to the national standards or in the absence of such ensure that programs utilize internationally recognized standards.
  • Ensure appropriate management systems are in place regarding all SCI supported activities including but not limited to monitoring, security and health and safety, HR, and accountability.
  • Conduct regular monitoring and support visits to the field sites, working closely with implementing partners to ensure the on-going relevance of programme direction and support. 
  • Contribute to the documentation and communication of learning within the organization and seek, where possible, to share that learning with key stakeholders.
  • Retrieve a bi-weekly and/or monthly plan from all field staff/implementing partners engaged in the implementation of the program at the district level.
  • Provide feedback to the Health & Nutrition Technical Advisor on any modification required in the monthly plan.
  • Ensure strategic planning under the guidance of the Health & Nutrition Technical Advisor for timely implementation of the work plan activities, including M&E activities, meetings including reviews, and visits to program/project area and facilities.

Technical support and quality assurance:

  • Jointly with Health & Nutrition Technical Advisor, support the development/adoption of technical guidelines/protocols for planned health services.
  • Provide capacity building trainings and support development of protocols, Quality Medical Framework, Medical Incident Reporting, SoPs, Clinical Scoring Cards, Medical Incident Reporting, Quality Framework, QBs for Health & Nutrition services by the implementation partner as required. 
  • Ensure availability of technical guidelines/protocols/tools in all Static Health Facilities.  

Capacity building:

  • Consolidate district training plans in coordination with the implementation partner/consultant and relevant health departments promptly.
  • Ensure timely implementation of all training initiatives at the district level.
  • Ensure that the teams in the field (field officers) undertake regular on job capacity building of relevant government functionaries through review meeting and frequent field visits.
  • Jointly with Health & Nutrition Technical Advisor, implement capacity-building plan for SCI staff, implementing partners, and health and Nutrition service providers.
  • Facilitate/co-facilitate and/or provide training as needed.

Coordination advocacy and Laison:

  • Develop/strengthen national, provincial and district coordination mechanisms between stakeholders of the Ministry of National Health Services, Regulation and Coordination, Provincial Health Directorate and District Health Offices, vertical programs such as Maternal, Newborn and Child Health (MNCH) Program; Expanded Program on Immunization, National Program for Family Planning and Primary Health Care and Nutrition Units/Cells and relevant NGO/INGO partners and UN agencies for improved program performance.
  • Compile & submit the provincial and district plans of training activities for different cadres after receiving the same from the government/ partners/IPs to your supervisor.
  • Participate in important government planning meetings to further the mandate of the organization.
  • Liaise with national, provincial & district level Health and Nutrition authorities (MoH, DoH) for ensuring good working relationship and timely facilitation of the health services as required.
  • Represent in health and nutrition sector level coordination and technical working groups.

Monitoring, reporting and documentation:

  • Conduct ongoing monitoring of the projects against objectives outlined in the program using methods and tools developed/ shared by SCI.
  • Prepare monthly and quarterly reports for the Program Manager, organize and carryout bi-weekly/monthly program review meetings with your supervisor.
  • Ensure that standard procedures and protocols are practiced by field staff.
  • Undertake field visits for regular monitoring to ensure strict compliance and utilization of commodities by end users in close coordination with Nutrition Directorate, LHW Program, MNCH Program, and NGOs/INGOs providing services in project sites.
  • Prepare monitoring reports for sharing with your supervisor regularly.
  • Identifying clearly bottlenecks and challenges highlighted during monitoring visits and utilization of commodities by end users in close coordination with the Health Department.
  • Undertake regular field visits to review field findings and action plan development.
  • Provide written monthly updates to Program Manager on progress and challenges.
  • Prepare and submit reports as required, training reports, situational analysis reports as well as support MEAL and Comms teams in developing donor reports.

Others:

  • Perform any other duties as may be assigned by the supervisor.

QUALIFICATIONS 

  • Essential: Master’s degree in Medicine, Nutrition, International Relations/Development, Sociology or a closely related field.
  • Desirable: Master’s or PGD in Public Health or Business Administration from a reputable and recognized institution.

EXPERIENCE AND SKILLS

Essential:

  • A minimum of 10 years of relevant experience, with a strong background in working with or within public health systems. Along with this, proven experience for a national or an international organization preferably working on health and nutrition issues in a development and/or emergency context would be an asset.
  • Prior working experience with federal or provincial health department and national/international non-governmental organizations (INGOs) is highly desirable.
  • Awareness and knowledge of health & nutrition issues in general and their relevance to the development programs, humanitarian emergency and post-conflict recovery setting especially refugees, Internally Displaced Persons (IDPs), returnees and vulnerable host communities in Pakistan (Balochistan Province), which has a high concentration of Afghan refugees.
  • Specialized expertise in Integrated Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition programs.
  • Experience in program coordination and community participatory methods for community development and mobilization.
  • Ability to present complex information in a clear and concise manner.
  • Ability and willingness to be flexible and accommodating in difficult and sometimes insecure contexts, including flexibility to work with incoming emergency response teams.
  • Proficiency in relevant data collection and analysis.
Language:
  • Proficient in speaking and written English and Urdu. Local language would be considered an asset.
Travel requirements: 
  • Willingness to travel to field sites.
