Position Objective

Planning, implementation, field monitoring and reporting of FSL emergency projects with mainstreaming of WASH and Integrated Primary Health, Nutrition and Mental Health services.

 Travel Requirement: 70%

Mission 1: Provide Technical Leadership and ensure effective project and partner management

 

  • Responsible for the overall emergency project management, implementation, reporting and coordination in compliance with ACF and donor regulations.
  • Responsible for oversighting implementation of Emergency programming with integration of cross cutting themes, nutrition, DRR, gender and protection.   
  • Supervise, mentor and support the partner in implementation of the emergency project activities.
  • Oversee administration of project budget, including control and monitoring of project related expenditures. Cash flow management, preparation of weekly/monthly/quarterly accounts (vouchers, invoices, receipts), preparation of interim and final financial reports/ PPPs etc.
  • Ensure timely procurements (items, consultancy, and services): in coordination with the Logistic department. Ensure timely payments to all vendors.
  • Reporting: Ensure the preparation of weekly, monthly, annual and end of project reports as required by ACF, Government, donors and other key stakeholders. Work to ensure that all reports are accurate, comprehensive, well documented and timely submitted to ensure the credibility of the project.
  • Project Monitoring: Ensure continual monitoring of the project's progress to ensure that the project systems are working to achieve specific objectives and results. Maintain ACF accountability standards.
  • Project Archiving: Ensure that all of the project data is timely and efficiently archived during at end of the project period as per ACF SOPs.
  • Effective networking: Lead Project Office and management team to ensure best possible district level government relations and that project meets all legal requirements. Maintain good information sources and communications with key stakeholders such as Banks and telecom sector companies and national and international NGO's working in the operational in districts.
  • Provide strong leadership of the assigned integrated emergency projects, working to ensure both short / long-term positive impacts and outcomes for the beneficiaries, and local authorities.
  • Possess excellent understanding and skills in management of multi sectorial emergency response projects.

Mission 2: To organize and provide support to communities and beneficiaries as per project objectives and strategies

  • To participate in the training and education of beneficiaries according to the project requirements and in collaboration with the Community Mobilization Team;
  • To facilitate the provision of technical advice for the implementation of activities;         
  • To organize and implement activities of the project;
  • To collaborate to ensure the coherence of the different activities of the programs in collaboration with other Field staff;
  • To participate in debriefings with the Field teams and other internal and external stakeholders;
  • To participate actively in initial training sessions and debriefing;
  • To ensure good working relationship between government extension services and communities.

Mission 3: Reporting

  • To produce project activity reports from the area of operation as per reporting schedule or when needed;
  • To report any changes in the context to allow for timely changes in the project activities.

Mission 4: To implement the Security Plan in the project sites

  • To collect and report any new security information, incident or any change of the context to the Field Supervisor;
  • To respect the security guidelines as set in the Security Plan.

 

Mission 5: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability
  • Inform the direct line manager and technical supervisor of any professional problems encountered in the field;
  • Conduct all duties in a professional manner following ACF regulations and charter;
  • Be flexible and adaptable with regards to the implementation of the daily work;
  • Explain the project’s activities and objectives to partners and the population;
  • Act as a link between the organization and the beneficiaries;
  • Propose possible improvements;
  • Respect working conditions on the field, especially security rules;
  • Explore areas for the new and innovative interventions.

Essential:

  • Masters’ degree holder of health, public health, and or in any relevant field.
  • Minimum 05 years in relevant field in development sector
  • 5 years of experience in similar positions
  • Experience in emergencies and early recovery with a focus on implementation agriculture,  modalities; WASH, health, mental health and nutrition
  • Deep understanding of local cultures in the area of implementation of the project;
  • Knowledge of local languages of the area of implementation of the project.

 

Preferred:

  • Team work spirit;                                                                                                         
  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work;
  • Capacity of working long hours;
  • Knowledge of English.

 

 

Specific skills needed to perform the function

  • 5 years of experience in similar positions

External relationships

Main program stakeholders in daily exchange of information related with activities including Agriculture Department, Agriculture University, Health Department, local government, other actors, NGOS, INGOs in the target location.
