CARE is a leading global humanitarian and development organization. Since its establishment in 2005, CARE International in Pakistan (CIP) has been responding to major disasters and undertaking an array of development projects. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. Health and education, with particular focus on women, are some of CARE’s core identified program areas in Pakistan, as part of its Long-Range Strategic Plan.
Under the initiative of Mars Food, CARE International in Pakistan is implementing a three-year project, “Improving Seasonal Rice Workers’ Conditions, Human Capital and Resilience – Sustainable Scale-up Initiative” in three rice-growing districts of Punjab, Pakistan namely Sheikhupura, Narowal and Nankana Sahib, to sustainably address child labor root causes in the rice value chain. The project is being implemented in three bundles of interventions that have been proven to positively contribute in addressing the identified root causes of child labor in Punjab as well as empower the rice planter’s community to make them self-reliant in the face of tough economic situations (i.e., economic poverty, low human capital (education/skills, healthcare), lack of alternatives for safe childcare during work hours, and seasonal/migratory nature of transplanting work). These interventions primarily consist of establishment of mother day-care centers and formation of Village Savings and Loan Associations (VSLAs) at the community level. Project is also aiming to improve the quality of the delivery of the education to the children in rice planters’ communities. Teachers’ capacity development initiatives will be taken to enhance the quality of education in the project areas.
Summary
CARE International in Pakistan requires the services of a Capacity Development Officer. The incumbent will be responsible to initiate, design and implement the following trainings.
Teachers Capacity development:
Incumbent will design a teachers capacity development program in a way that it enhances the quality of education for the children of rice planters’ communities. She will be responsible for capacity building of non-formal, primary, and elementary school teachers on pedagogical framework for teachers on teaching methodology. She will coordinate with selected teachers in Sheikhupura, Narowal and Nankana Sahib and engage, mentor, and facilitate the teachers under the MARS Food funded project. Training content may include but not limited to the following modules:
- Inclusive teaching practices
- Teaching and learning activities
- Teaching methods
- Communication skills
- Management strategies for a multigrade class
In addition to this, CARE international in Pakistan has organized the rice planters’ communities into village and savings loan associations, the incumbent will work closely to transform these structures into sustainable and mature entities on delivering sessions in organizational development. This includes the organization development involving an ongoing, systematic, long-range process of driving organizational effectiveness, solving problems, and improving organizational performance to build the financial resilience of rice planters’ communities through village and savings loan associations approach.
This is a field-based position (may be in Sheikhupura/Lahore, Narowal or Nankana Sahab).
I. Job Responsibility % of Time 95%
- Consult with teachers and identify their needs, conduct training need assessment (TNA).
- Develop a training manual based on TNA.
- Prepare a detailed training plan for each of these training; the plan must include essential details of the date, venue, and tentative agenda for each training.
- The manuals need to be shared and discussed with the stakeholders, seek their feedback, and finalize.
- Coordinate with teachers and organize training sessions.
- Training will be conducted at Sheikhupura, Narowal, Nankana Saheb and perhaps surrounding areas like Lahore.
- Maintain training documents for record such as attendance records, pictures, short testimonials from participants, and business plans for participants who participate in the training.
- Coordinate with VSLAs and organize training sessions on organizational development.
- Mentor VSLAs to achieve maturity.
- Provide guidance to VSLAs to efficiently take responsibilities and contribute towards financial resilience of the communities.
Perform other duties as assigned % of Time 5%
- Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager.
- Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle –ii of the CARE International Safety & Security Principles).
II. Qualification
a) Education
Required:
- Master’s degree in social sciences or any relevant field.
b) Experience
- A minimum of at least 5 years’ professional experience in capacity development assignment especially teacher training and organizational development.
- Operational experience in targeted locations or in Punjab for at least 5 years in either in the operations districts or Punjab.
- Previous experience of working on similar assignment.
- Knowledge of Pedagogical framework for teachers on Teaching methodology and have experience of delivering similar trainings.
- Well aware of organizational development of newly established community groups.
- Working with multi-disciplinary teams and stakeholders
- Experience of working with the donor funded projects, NGOs or INGOs will be preferred.
c) Competencies
- Effective communication and good interpersonal skills
- Strong leadership abilities with good time management skills
- Fluency in spoken Urdu is required. Punjabi language is desired to coordinate with the rice planter’s communities in addition to the basic level of spoken as well as written English language for reporting purposes.
- Self-initiator and good leader

The Capacity Development Officer is expected to collaborate with consortium Partners, Communities, and all relevant stakeholders on related functional affairs, consistently coordinate and team up to achieve the desired project activities.
