Jhpiego is an International non-profit health organization affiliated with Johns Hopkins University, USA. For more than 50 years and in over 150 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego is dedicated to improving the health of women and families in developing countries.

Jhpiego intends to call for Sealed Proposal for the selection of Air Travel Agent Services (All Airlines) for One Year and would like vendors/service providers to submit their detailed profile. The proposal must include the following information.

PART-A: TECHNICAL PROPOSAL:

1.     Mandatory Requirements and conformity to below:

 

  • Vendor must have good track record of serving INGOs/UN Agencies or its projects, other donor funded projects, international organizations, Embassies, multinational corporations etc. The Vendor shall submit a list of current and past similar work and assignments completed in the past five years that were similar in size, scope and complexity in Pakistan.
  • Financially capable for rendering services to Jhpiego Corporation and and submit invoices upon completion of travel. Minimum monthly credit facility would be required Rs. 2,500,000/-, however, it’s not guaranteed monthly business. It could be lower or higher, or even no business in any particular month.
  • Maintains facilities of online bookings / airline reservations (domestic and International both)
  • Has the ability to hold the booking for longer duration till final go ahead is provided by Jhpiego Corporation.
  • Willing and able to guarantee the delivery of services in accordance with the performance standards required in this RFP.
  • Able to provide 24/7 service through official emails, phone, WhatsApp etc., including weekends/odd hours.
  • Minimum support time shouldn’t be more than 30 minutes after receipt of request from client.
  • Information of designated staff including backup staff member must be shared for the provision of services.
  • Ticket cancellation policy, alteration policy, refund policy should be provided in clear words.

 

2.     Organizational Information:

  • Copy of legal registration for business in Pakistan and IATA registration
  • NTN and GST registration
  • Valid bank account

3.     Travel Policy:

 

  • Where available, use of the lowest applicable fare (including penalty fares) is the preference.
  • In case of International travels itineraries shall be presented in English and where possible, with two or three itinerary options indicating the times of departure/arrival (always local time) with a price including fare + taxes and the deadline for issuing the ticket.
  • Full economy fares may be used if no appropriate reduced fares are available.
  • The Travel Agent(s) must be knowledgeable of and prepared to offer special fares, restricted fares, discount fares, and bulk fares for use whenever appropriate.
  • Expedited services shall be available for a small number of designated high priority travelers.
  • For wait-listed bookings, the travel agency shall provide regular feedback on status of flight and continuously endeavor to secure confirmation until it is obtained;
  • Reservations are to be kept on hold for the period the airlines are offering;

Other Value-Added Services Offered

The bidder must mention the other value-added services offered (if any) like. Pre-allotment of seats for domestic travels, frequent traveler cards, usage of VIP lounges, extra baggage allocation, offering domestic return tickets and offering % of rebate to Jhpiego on overall business during the past one year. 

 Contract Mechanism

The Program is anticipated to award a Long-Term Agreement (LTA) to the Offeror whose proposal will be evaluated based on the evaluation criteria described previously. Based on the merits of the offers received, The Program reserves the right to award more than one LTA anytime.

 Conflict of Interest

 Vendors must provide disclosure of any past, present or future relationships with any parties associated with the issuance, review or management of this solicitation and anticipated award in or outside of the country of performance.

 Terms & Conditions for submission of Proposals:

  1. Sealed Proposals must be submitted on company/organization’s original letterhead with date and stamp.
  2. Proposals submitted through email and late submissions will not be considered.
  3. NTN and RFP Reference number should be mentioned on quotation.
  4. Proposal validity must be 45 days from date of submission.
  5. Complete description/specifications of the goods/services (if applicable).
  6. Unit price must be quoted separately for each item/service.
  7. GST taxes must be mentioned separately item wise, (if applicable).
  8. Withholding tax will be deducted from invoice as per applicable tax law of Govt. of Pakistan
  9. Rates should be quoted in local currency.
  10. Payment will be made through cross cheque or S2B with 2 Weeks after submission of Invoice.
  11. Incomplete or partial bidding is not allowed.
  12. Jhpiego reserves the right to accept or reject any bid with or without assigning any reason.
  13. Detail Terms & Condition of the Purchase Order are attached with this RFP as Annex-A.
  14. Vendor Registration form is attached as Annex – B for non-registered firms/companies.
  15. Questions (if any), must be submitted in writing on or before May 02, 2023. Jhpiego may respond questions separately or collectively to all bidders after May 05, 2023.
  16. Sealed Proposals should be submitted by hand or through courier at address mentioned above by COB May 10, 2023.
