Project Director

Job Specification:

• The successful candidate would be primarily responsible for the overall management and execution of a mega-scale government-sponsored science & technology project involving multiple public and private sector organizations. His / her duties include coordinating and implementing the scope of the project components under a distributed execution model while ensuring adherence of stringent time, budget, HR, and equipment constraints. His duties also include the following: -

(a)             Budgeting, planning, supervising, monitoring, executing, and coordinating the project to ensure its results are in accordance with the approved Project Documents, Annual Work Plan/ Cash Plan and the rules and procedures established by the sponsoring organization and relevant government authorities.

(b)             Drafting documents (presentations, reports, appraisals) for national leadership, project sponsors, and steering committee of the project as per relevant national procedures.

(c)             Preparation, vetting, and approval with the help of legal and other relevant specialists of technical and legal documents including Terms of Reference, Technical Scrutiny Reports, Request for Proposals/Quotations, within the Project’s scope and requirements for national consultants and subcontractors in line with relevant procedures.

(d)   Guide and coordinate with all stakeholders regarding progress of work and oversee its compliance with the agreed work plan and terms of reference.

(d)             Keep regular contact with project teams, external experts, relevant government authorities, consultants, and sponsoring agencies to ensure that the project is executed as per its timelines and devise strategy to mitigate any impediments.

(f)               Ensure adequate and smooth information flow, discussions and feedback among the various stakeholders of the project, liaise with relevant ministries, national institutes and other relevant institutions in order to involve their staff in project activities as necessary and gather & disseminate information relevant to the project.

(g)             Organize and supervise workshops, trainings, seminars, study tours, and meetings as per project’s scope and requirements.

(h)             Draft correspondence and documents; finalize correspondence of both administrative and technical nature; edit reports and other documents for correctness of form and content.

Qualification:

MS/BE or higher degree in Aerospace Engg, Avionics Engg or ECE with a minimum CGPA of 3.0/4.0 from reputed national (HEC approved) or international university.

Other Details:

Previous Experience

(a)            Rich Project Management experience with proven record of planning and managing processes and procedures of large-scale public sector funded projects (Rs 1 Billion or higher) would be preferred. 

(b)            Retired Civil Servants and retired officers of the Armed Forces having requisite qualification and experience are also encouraged to apply.

(c)             Engagement of retired officer(s) as a Project Director shall require prior permission of the Establishment Division/Administrative Ministry in case of the retired civilian officers; Defense Division in case of the retired Defense Officers; and Law, Justice and Human Rights Division/Supreme Court/High Courts in case of the retired officers from judiciary.

(d)            Candidates with suitable project management degree / certification (MBA, Engineering Management, PMP etc) would be preferred.

Preferred Skills:

(a)            Domain expertise (operations, design, development, certifications, experience, qualification) in ICT & Aerospace Technologies such as UAVs, Drones, IoT, AI/ML, Cloud Technologies and Agricultural Engineering, in particular Precision Agriculture would be preferred.

(b)            Experience of using formal project management approaches / tools (Agile, Primavera, MS Project, Redmine, Trello etc)

(c)             International sectoral experience of working on technology projects (aerospace technology, precision agriculture, AI, UAVs, IoT etc)

(d)            Strong team leadership, project planning for results, strategic thinking, relationship-building skills required and reflected through experience and candidate’s references.

(e)            Innovative thinking that leads to practical, effective delivery strategies (grants management, technical trainings, etc.) to accomplish project activities, outputs, outcomes, and project impact.

(f)              Senior level supervisory and evaluation skills of professional and support staff.

(g)            Proficient in Microsoft software applications.

(h)            Ability to complete tasks in a timely manner and meet deadlines.

(j)             Knowledge and expertise on development & implementation of Business Models to achieve desired goals/deliverable, Extended Triple Helix Models, Supply/Value Chain and Spin-off Technologies would be preferred.
