About Project:

Project Title: Bridging the Barriers - Inclusion of Transgender Community in Flood Relief and Rehabilitation Response

The Transgender community in Pakistan is an already marginalized group and has been further marginalized by the devastating 2022 flooding that has affected over 33 million people and left millions deprived of basic needs. The field rapid assessment’s preliminary analysis and the information presented by the community all point to the fact that transgender community has been missing from all levels the discourse around the flood relief efforts. 

To address, Peace & Justice Network Pakistan (PJN) is starting a national flood emergency advocacy, capacity development and awareness program for transgender inclusion (November 2022 - March 2023) aims to build a robust coordination and protection mechanism in order to make the flood relief and response efforts more responsive to the needs of Transgender community at national, provincial and in 33 targeted districts. The project aims to contribute towards the inclusion of Transgender community in flood relief and response, with greater recognition and protection of the rights of Transgender community. The program have following three key objectives:

  • Outcome 1: National Integrated Response and Coordination Mechanism establish to ensure inclusion of Transgender in Flood Relief and rehabilitation activities
  • Outcome 2: Improved access of Transgender Community to flood Relief and rehabilitation Services 
  • Outcome 3: Increased Awareness and Empowering Transgender Community to better protect and engage in flood relief and rehabilitation efforts

Under the program, Peace and Justice Network (PJN) will make sure that:

  • Flood relief and response national efforts are anchored in a human-rights based approach, where a person’s sexual or gender identity is not a barrier to receiving the assistance and opportunities needed to receive relief support and recover from a disaster.
  • Transgender community actively engaged in flood relief and response action plan development and implementation at national, provincial and district level.  
  • Government and international humanitarian organizations are implementing Transgender inclusive Flood Disaster Response and Relief mechanism, standards, and policies.
  • Ensuring government departments and humanitarian organizations active engagement with transgender communities at district level in flood affected areas in more sensitized and protected way.
  • Gender segregated data collection and analysis to create evidence on exclusion/inclusion of Transgender persons in humanitarian response has been started and informing policy development for inclusive long-term Disaster Response and Relief strategies in Pakistan
  • Transgender communities feel more empowered and protected accessing flood relief and rehabilitation support.
  • Transgender Inclusion National Taskforce established and sustained beyond program life to ensure government of Pakistan and international humanitarians organizations following/implementing inclusive humanitarian strategies, policies, and programming for disasters including floods, earthquakes, pandemics, conflicts etc. 
 
 

ToRs KP Provincial Program Coordinator (Transgender Expert)

The person will be responsible for establishing a Provincial Working Group/Forum for Transgender Community Inclusion in Flood Relief and Response, working as a convener Taskforce, and will be responsible for implementing the provincial reform agenda. The person must have a good working relation with the provincial government.
  • Assist PJN-PMU in building linkages and keeping close liaison with NCHR, PDMA, Human Rights Departments, Gender Equality Departments, Social Welfare and Protection Authorities, other relevant government departments, and national and international humanitarian actors and CSOs working on local and regional levels;
  • Proactively advocate for Transgender rights-based approach and inclusive operations with NCHR, PDMA and humanitarian actors involved in current flood relief response ; 
  • Maintain a professional relationship with all stakeholders, local government representatives, community leaders, , media, CSOs, and humanitarian actors;
  • Responsible for implementing Communication and Advocacy Strategy to efficiently meet project targets and objectives. 
  • Responsible for overall supervising and managing provincial-level project activities throughout as well as providing continuous technical backstopping to district Transgender fellow and district partners in effective implementation of the project.
  • Support PJN-PMU in establishing a provincial working group; keep close coordination with them for devising inclusive policies and practices for Transgender inclusive flood relief and response action;
  • Conduct meetings with multiple stakeholders such as PDMA,relevant government departments, Humanitarian organizations, Transgender rights activists, and experts for coordination and advocacy purposes;
  • Organize provincial consultations aimed at bringing all the relevant stakeholders on board; advocating for policy interventions to ensure inclusion of flood affected Transgender community as well as identifying the gaps and barriers towards the inclusion of the transgender community into the flood relief and response;
  • Organize Focus Group Discussions with rights activists, Transgender Rights experts, policymakers, PDMA, and humanitarian organizations to review documents and frameworks to identify gaps in the existing policy frameworks with regard to flood relief and response action and devising an accountability mechanism, as well as feeding into policy papers.
  • Document/ report proceedings/ minutes of the meetings/ consultations/ FGDs; distill recommendations to be fed into deliberations of the National Taskforce.
  • Support in organizing and arranging district-wise trainings and ensure Transgender persons’ participation, as well as help the project team at Islamabad in consistent interaction and communication with the Transgender fellows in the field;
  • Participate in online/offline events, discussions, and webinars where input and feedback from communities and partner CSOs will be collected and shared from the targeted districts. 
  • Support and accompany (if required) PMU team in travel to targeted districts to identify respective themes, meet multiple stakeholders, and collect human interest stories and audio/ video clips.
  • Responsible for stakeholder coordination and development of Consultations/ FGDs’ agenda in close collaboration with PMU;
  • Responsible for dissemination of project IEC materials as well as take the lead in organizing media outreach; arranges all media contacts, press briefings, etc.;
  • Facilitate initiatives on advocacy and campaigning with relevant stakeholders;
  • Any other task assigned by PMU or PJN management.
 
 

Eligibility:

  • Master Degree in Sociology, Public policy or relevant discipline
  • Experience and specific expertise: 5 to 8 years of work experience and ability to network with or develop a broad array of partnerships with all relevant stakeholders.
  • Experience of organizing policy reform consultation and writing policy papers. Engagement with human rights stakeholders and expertise in building alliances and collaborations with civil society organizations and forums.
  • Extensive experience working for the transgender rights in the country, enjoys good rapport with govt officials and other stakeholders.
  • Experience in developing human rights framework and strategy, policy advocacy and lobbying as well as conducting and developing training and workshops material on transgender rights
  • Ability to network with or develop a broad array of partnerships with all relevant stakeholders.
  • Demonstrable experience working with or coordinating partners with community and national levels organizations and networks.
  • Good understanding of programs and project management. Willing to lead initiative and program team with minimal supervision;
  • Passionate and committed to human rights including respect for diversity, integrity and transparency.
  • Maintain superior levels of professionalism while working under pressure in a fast-paced and sometimes difficult environment
  • Fluency in English and Urdu language and excellent writing skills
