Job Purpose
Pathfinder is looking for a Policy and Advocacy Advisor, with a background including advanced knowledge on climate and health governance and resilience who would provide advocacy and operational leadership, for the USAID Building Health Families Activity. The candidate would be expected to provide technical leadership and support in achieving project outcomes and ensuring alignment of policy priorities with project activities.
Key Job Outcomes:
Technical Assistant External
- Responsible for promoting integration and coordination of program and advocacy work including liaising with key stakeholders for policy development.
- Works in collaboration with other advisors to support overarching BHF priorities, including program integration, multisectoral programming, advancing the resilience agenda, gender and disability inclusion, durable solutions for adolescent wellbeing and family planning (FP)/maternal neonatal child health (MNCH) integration and support.
- Supports integration of climate resilience into programmatic activities, and policy recommendations
- Engage with relevant government officials to facilitate dialogue, discussion, and engagement throughout the project
- Represent Pathfinder at strategic policy forums
Technical Assistant Internal
- Supports the Chief of Party in ensuring alignment of project activity alignment with policy priorities, government buy-in and endorsements
- Leads development of project wide advocacy strategies in coordination with team leads.
- Builds capacity of project team to understand the integration of climate governance, policy within health systems structures
- Provides assistance within the project team on monitoring and evaluation (M&E) and documentation of advocacy wins
- Prepares policy analyses, recommendations, policy briefs, and assessments for external and internal use
- Stays abreast of key developments and provides advisors regular updates on policy changes and developments as needed. This includes frequent interaction with the Government of Pakistan stakeholders relevant to this area as well as multilateral partners and donor agencies.
- Performs other related duties and responsibilities as assigned.
Minimum Education and Work Experience
- Master’s Degree in Public Policy, Public Health, Gender or related field, or a combination of education and experience that yields the required competencies
- 10 years’ experience in public policy, preferable with INGOs, USAID.
- Experience of working in Family Planning, Maternal, Newborn, Child and Health (MNCH) , Gender and Climate Change, projects
- Foundational supervisory and management skills
- Demonstrated strength and experience providing technical assistance, writing technical reports, and policy briefs targeted to decision makers.
- Proven ability to work collaboratively and build consensus across diverse sets of stakeholders.
Preferred Education and Work Experience
- Prefer: Experience working with USAID-funded projects and familiarity the reporting procedures and systems.
- Prefer: Experience working in Khyber Pakhtunkhwa, Sindh, ICT provinces
