Training of Staff of an INGO and Partner Organizations on Monitoring, Evaluation and Learning


Terms of Reference 

1.    Introduction and Background

An international humanitarian and development organisation, is seeking the services of the consultant to conduct training/workshop on Complaint Response Mechanism for its staff and partner organisations. According to the organizational country strategy for 2020-24. The organization has three key programmatic priorities, given as below.

  1. Gender Equality, Protection and Respect
  2. Community Resilient Water, Sanitation, and Hygiene (CRWASH)
  3. Social Cohesion, Diversity, and Understanding

 2.    The Assignment

 We are  looking to hire services of an experience resource person to conduct monitoring and Evaluation training with the partners’ staff.

 2.1.        Purpose of the Training

The organization implements project through implementing partners (IPs) with the aims to strengthen them to address developmental issues/challenges in the long term Each of the partners have unique strengths to add value. Through this training the organization intends to strengthen partners institutional capacities in M&E and reporting to further improve performance against organization’s M&E Framework and routines.

The expertise, capacities, and strengths of each partner varies across the board. In past six months, new incumbents with diverse skills set have joined the organization and its partner in different roles. Additionally, the organization has updated and approved its planning, monitoring, and evaluation on March 25, 2021. These provides the rationale to hold training of staffs of both INGO and its partners on basic skills of M&E and operational requirements of data management and reporting. 

Some of the partner organizations comply with M&E requirement in better ways and few require support.

NCA, through this training, aims to equip its and partners’ staffs with requisite skills set to achieve shared understanding of  M&E  regime of the organization , project specific evidence-based reporting, quality implementation, and learning.

The key objectives of the M&E training are given as under:

  • Develop shared understanding of organization’s applicable routines M&E requirement to reflect these in partners’ processes and practices.
  • Develop practical knowledge and skills against M&E Framework for Global and Country specific indicators to capture, analyses and report data effectively.
  • Develop practical knowledge and skills on result-based reporting.

 3.    Partners

The partners of the organization, both regional/provincial and national NGOs, have range of specificities, thematic focus, and strategic priorities. The partners of INGO are implementing humanitarian and development projects of both short- and long-term duration. Some of them are striving for CRWASH; some aim to improve social cohesion, diversity and understanding among segmented communities; and others have thematic focus of equality, empowerment, and protection. The work approaches include awareness, mobilization, and capacity building of rightsholders as well as strengthening of institutions to be sensitive and accountable towards community needs.  

4.    Methodology and Scope of Work

The consultant/training facilitator will develop a detailed and interactive training modules/sessions based on the requisites of the Monitoring and Evaluation provided in the Operational Manual of the organization and the web-based application developed by office in Pakistan. Also, guided by the assessment, the training modules/sessions will include the strengths and weaknesses of data gathering and management regimes of M&E systems and the standard practices to fill in the gaps, if prevail at partner organizations’ level. These modules/sessions will be equipped with the essential background material for the delivery of the training.

 The consultant/training facilitator would adopt experiential learning as the training methodology for the delivery of the training. A participatory and interactive training environment will be provided to trainees enable them to develop and implement M&E plans for organization and specifically for INGO supported projects, sharing of monitoring learning with diverse rightsholders, and integration of programme planning. The participants of the training will be provided with the opportunity of group assignments, interactive presentations, and related case studies to link interactive discussion, experience sharing, and audio-visual presentations. The trainer will focus his/her role as facilitator and ensure the opportunity given to discuss and practice the taught contents. The training material consists of hand-outs, PowerPoint presentations and IEC materials will be developed, displayed, and shared with the participants during the training. 

5.    Duration of Training

 The organization envisioned to organize three training events, one in each region, namely KP, ICT/Punjab and Sindh, for its partner organizations. Each training will be 3-day long training. The total number of staff members to be trained will be between 45 and 60. Following table depicts the number of partners and trainees by region.

 6.    Key Deliverables

The key deliverables of the consultancy include the following. 

  1. Training plan and exercises covering the guidelines and the principle of monitoring and evaluation system and pre/posttests.
  2. Training Resource Pack, including power-point presentations, handouts, readouts, reference material, for the participants of the training based on approved training modules.
  3. Conduct three interactive and participatory trainings. (Refer Annex-I for tentative outline of the training content.)  
  4. Develop and submit final report including training evaluation. (Refer Annex-II for the outline of the training report.) 

7.    Roles and Responsibilities 

The roles and responsibilities of the commissioning party and consultant is given below. 

  1. Provide access to documents, policies, and guidelines essential for development of training contents/modules.
  2. Facilitate logistic arrangements—travel, accommodation, and refreshment of the training participants.
  3. Arrange venue for the training. 

Consultant

  1. Develop and seek approval of organization for the methodology, modules/sessions, and schedule of the training/workshop, based on the assessment.
  2. Conduct three 3-day trainings/workshops.
  3. Conduct the evaluation of the training/workshop
  4. Arrange and provide training material like as handouts and stationery etc.
  5. Mobilization of training facilitator(s) or resource team, including travel, boarding, and lodging. (However, INTERNATIONAL ORGANIZATION may arrange the boarding and lodging for consultant/training facilitators.)
  6. Report on the completion of the tasks of the consultancy including report of training/workshop. 

Timeline

This will be three-week long assignment to prepare for and deliver the trainings, expectedly to be initiated from delivered on 10th October 2022 to 28th October 2022. 

Consultancy Competencies, Experience, and Skills Requirements: 

  1. Must have a master’s degree in statistics, data science, data management, social sciences, or any discipline relevant to monitoring, evaluation, and research.
  2. Preferably have a diploma/certificate in monitoring and evaluation.
  3. Must have sound knowledge and practical experience of use of range of quantitative and qualitative research/data collection methods.
  4. Must have sound knowledge and experience of design, development and implementation of Logical Framework and Theory of Change for humanitarian and development programmes, including integrated programmes.
  5. Must have at least five years of relevant experience in facilitating/delivering training on monitoring and evaluation and data management.
  6. Trainer should have good communication skills, both verbal and written, in English and local language. Local language as medium of communication for training will be preferred.
  7. Possesses at least 5 years’ experience of leading MEAL/M&E/MER/PMER function/unit/department of reputable INGO/IO/UN or donor agency.
  8. Possesses strong knowledge key M&E framework in practice and has led implementation of these in different development context of Pakistan.
  9. Has proven experience of conducting M&E trainings with M&E and programme teams. 
  10. Having certificate/diploma in facilitation skills will be a plus.

8.    Submission of EOI and Contract detail

 The applicants are requested to share their technical and financial proposals maximum three pages at length. The proposal should include following documents/information

Technical Proposal

 Covering letter/Letter of intent and availability

  • Methodology to deliver assignment
  • CVs of Resource Persons/Individuals that details education (highest degree), relevant experience, detail of two latest completed assignment, and relevance to the assignment.
  • Effective communication, writing and presentation (a sample work/presentation must be attached.)

Financial Proposal

Two budget options are sought along with technical proposal.

Option A: Financial Proposal (if we will be responsible for logistic/mobility of consultant) and Option B : Financial Proposal (if consultant manages his/her own mobility and logistic). The consultant Lump sum cost for the training including resource person/consultancy fee, material cost, expense of travel and mobility of consultant/resource person(s). The budget should be in Pakistan Rupee and be inclusive of all taxes. The organization will deduct all applicable taxes as per country’s law.
